Project Engineering Management Function Leader – Overview
Lead the Project Engineering Management Team (PEMs) to coordinate and oversee engineering activities on assigned projects. Assist PEMs during the launching phase, control engineering process follow‑up, ensure proper interface management with partners and main suppliers, and allocate resources efficiently. Seek design subcontractors to match workload plans and optimize design budgets. Organize knowledge capitalization and return‑of‑experience (RoE) activities to improve global engineering efficiency. Ensure compliance with state‑of‑the‑art standards, regulations, and act as a technical referent for the teams. Conduct annual reviews of the engineering teams.
Responsibilities
* Scope of work and time schedule planning; consult on the design task list at project launch; review general time schedule and resource assignments; verify engineering tools availability.
* Manage design budget for ongoing projects; allocate design resources monthly; balance design workload and propose resource arbitration.
* Lead and coordinate design teams; animate regular internal meetings; hold performance development meetings and propose development plans; perform skills mapping for the team.
* Ensure consistency of engineering processes and tools across all projects; detect malfunctions during engineering phases and implement corrective actions; plan and conduct discipline‑basic design and gate reviews.
* Support PEM in defining design strategy; manage scope or design changes; implement EMH guidelines; identify and mitigate technical risks and opportunities for the discipline.
* Consult on customer requirements, ensuring solutions align with customer expectations and regional constraints; review customer technical requests; manage traceability from requirements to equipment specifications.
* Control document and configuration management; track deviations; manage return status of project documentation (approved, comments, resubmit, rejected) for the discipline.
* Consult on basic design phase; support technical consistency of the design area; ensure compliance with state‑of‑the‑art standards and applicable regulations; verify completeness of subcontracting files.
* Deploy GRID engineering tools (CAD, PDM/DMS) for the discipline; integrate EHS requirements and conduct HAZID sessions; consolidate engineering KPIs; interface with procurement, suppliers, and partner management.
* Support sourcing and procurement: define supplier lists; evaluate offers; review ITP, FAT procedures, and participant lists; develop subcontracting strategy and audit design subcontractors; follow subcontractor competencies and workloads; verify quality and competitiveness of services.
* Organize return of experience and knowledge capitalization; validate site/design experiences; conduct functional knowledge capitalization for practice areas.
* Ensure compliance with quality procedures, work instructions, and processes at unit and project levels; resolve non‑conformances promptly.
* Lead health and safety initiatives: deploy design freeze and EHS integration; demonstrate EHS leadership; enforce Zero Deviation Plan; provide constructive feedback and celebrate safe behaviors.
* Maintain disciplined schedule updates; formalize design review and gate review plans; monitor status of mitigation plans; strictly follow design management tools and submit coherent data.
* Update discipline workload plans regularly; master discipline design budget; maintain design change process; ensure no serious claims from main suppliers; use NCR system when relevant; keep engineering platform updated; organize coordination meetings.
* Implement performance measurements: track design tools usage, compliance to quality processes, GE policies, and evaluate subcontractor audits; develop performance plans for the team; apply return‑of‑experience (ROE).
Desired Profile and Experience
* Significant experience in engineering activities within EPC, T&D, Power Generation or Oil & Gas environments.
* Mastery of the pertinent discipline (process, tools, technical aspects).
* Successful project technical management experience in a multidisciplinary context with numerous interfaces and international components.
* Fluency in English.
* Strong influencing, relationship‑building, and technical problem‑solving skills.
* Knowledge of GRID factories and products through FAT and site visits; understanding of project execution risks and financial processes.
* Willingness to work in different locations and travel worldwide as required.
* Demonstrated presentation skills and clear communication of complex messages.
* Ownership, accountability, judgment, decision‑making, and the ability to inspire and lead a team.
