Cost Control Engineer
Duration: 6 months, Inside IR35
Overview of role:
Analyzes contractors’ bids for single-source Contracts with MoD. Supervises less complex, lower-value single source pricing investigations. Produces written reports documenting conclusions of cost engineering investigations.
Typical main responsibilities:
1. Produce reports that summarize cost engineering investigations and provide analysis to support contract negotiation.
2. Review Contractors’ proposals and assess them against the Single Source Regulations Office (SSRO) Guidance for Single Source Contracting.
3. Analyze bid data, identify deficiencies in the information provided, and find solutions.
4. Lead and/or participate in meetings with the Contractor, the customer, and DE&S stakeholders to improve the quality of the evidence supplied to support bidders’ costs.
5. Provide analysis to support negotiations.
6. Support junior colleagues by coaching them to ensure quality outputs.
7. Communicate key project cost engineering data to project, programme, and DE&S leadership.
8. Influence team members and leadership within DE&S Project and Supply Chain within the Cost Engineering field.
Typical qualifications and registrations:
Willingness to work towards ‘Enrolled’ accreditation by the Association of Cost Engineers (ACostE).
Knowledge and/or experience such as would be acquired through education to A Level, or equivalent qualification, such as ONC or BTEC (Level 3). The role is expected to have some experience of a project environment, but typically the most required knowledge is developed through post-joining role-specific training. Basic to intermediate knowledge of analysis tools, such as Excel.
