Emergency Planning, Resilience and Response (EPRR) Manager

The closing date is 25 March 2026

The post-holder will work closely with the Associate Director of EPRR, H&S, F&S, to ensure a continued state of preparedness for the Trust to respond to any major or significant incident, ensuring measures are in place to maintain continuity of its core business where practical. The post-holder will be required to support in the event of a major or significant incident.

They will ensure the Trust meets its statutory, regulatory and NHS requirements under the Civil Contingencies Act (2004), including training, planning and coordination, working with multi‑agency partners and the local resilience forum as required. They will work towards being the strategic advisor for Emergency Preparedness, Resilience and Response (EPRR) and the subject expert in the organisation. They will lead the EPRR and Business Continuity function within the organisation and will be required to deliver on a number of key result areas and projects.

The post-holder will be responsible for ensuring that all relevant Trust guidance is developed, plans remain current and are regularly tested, and there are mechanisms in place to capture learning.


Main duties of the job

Responsible for coordinating the Trust's compliance with EPRR statutory requirements as a Category One Responder under the Civil Contingencies Act (2004).

Leads the development, maintenance, testing and assurance of Trust‑wide emergency response and business continuity plans across clinical and corporate services and multiple sites.

Coordinates the annual EPRR Core Standards Self‑Assessment and provides assurance to senior committees and the Board on organisational preparedness and resilience.

Works closely with Executive Directors, Associate Directors, senior managers and clinicians across all Directorates, providing specialist advice on EPRR and business continuity.

Acts as a key contact for EPRR matters within the Trust, supporting governance structures including the Trust Resilience Forum and other senior committees.

Represents the Trust at external partnership meetings including the Local Resilience Forum, Local Health Resilience Partnership, Integrated Care System partners, NHS England and emergency services.

Oversees the annual EPRR work programme, the development and review of response plans (including Major Incident, Heatwave, Cold Weather, Lockdown and CBRN plans), and coordinates internal EPRR meetings and multi‑agency engagement.

Supports the maintenance of trained loggists for incident response and provides regular updates on business continuity planning.

Person Specification


Experience

* Significant specialist knowledge and understanding of the Civil Contingencies Act 2004 and other relevant EPRR guidance.
* Significant specialist knowledge and experience of Emergency Planning at Strategic and Operational levels.
* Significant specialist project management knowledge and experience.
* Excellent communicator (both verbal and written).


Skills and Knowledge

* Facilitation and negotiation skills.
* Ability to establish and manage effective working relationships with all grades and disciplines of staff within the Trust and with external health and social care organisations.
* Experienced in using Microsoft Office packages, including Outlook, Word, Excel and PowerPoint.
* Experience of delivering training to a wide range of individuals.


Qualifications

* Degree level qualification or on the degree pathway to complete within 3 years of appointment.
* Demonstrable specialist knowledge and experience in Emergency Preparedness, Resilience and Response, equivalent to degree‑level expertise or developed through substantial professional experience.
* Diploma or Degree in Health Emergency Planning or equivalent.
* Membership of relevant professional body.
* Hospital Major Incident Medical Management and Support (HMIMMS) course.
