Overview
We are looking for a Senior Estates Officer to support the Estates Manager in providing a safe, comfortable and compliant environment for patients, staff, Contractors, Consultants and visitors. You will ensure that all essential services are maintained to support clinical departments in their prime task of treating patients whilst ensuring all Statutory Legislation is complied with.
Responsibilities
* Lead and manage two supporting Estates Officers per acute site, and support the Estates Manager in a critical maintenance and engineering function to ensure all sites are operational and compliant.
* Partner with colleagues in hospital management, statutory compliance officers and capital colleagues to deliver estate objectives.
* Provide high level technical advice on implementing a strategic programme to modernise essential engineering infrastructure systems, in partnership with inhouse Design and Engineering Consultants.
* Provide lead advice in the engineering/building area, supporting and complementing the Estates Manager engineering speciality (Mechanical or Electrical Specialist).
* Contribute to the Capital planning process by assisting the Estate Manager in developing a prioritised long-term (5 years) Plant/Infrastructure Replacement Programme and coordinating statutory priorities with the Property Section; undertake risk assessment to prioritise the Capital Programme.
* Understand and advise on legislative standards and apply national guidance relevant to the maintenance function and demonstrate expertise in ensuring compliance with the standards.
* Ensure the Health Board\'s planned preventive maintenance programme is maintained at base hospital and relevant locality properties to meet statutory requirements and support patient services.
* Develop monthly reports advising senior Estates colleagues on compliance against agreed KPIs.
* During on-call periods take total control of engineering/building incidents and deploy staff accordingly.
* Support the Health Board locations in Carmarthenshire, Ceredigion, Pembrokeshire and bordering counties with services across hospitals, community and other settings.
* Collaborate with local authorities and public, private and third sector colleagues, including volunteers.
