Job Description
The Environment Agency is fully committed to having an inclusive workforce that reflects the communities we serve. We don’t just talk about diversity: we seek it, embrace it, and live it, for the benefit of our staff, our communities, and our environment.
We have two permanent Industrial Decarbonisation and Market Mechanisms Advisor roles available. We're looking for dynamic individuals to join our Industrial Decarbonisation and Market Mechanisms Team within the Environment and Business Directorate (E&B), helping to drive the decarbonisation of the economy.
The Advisor role involves:
* Supporting the development of decarbonisation and energy efficiency regimes, usually focusing on one or more specific regimes.
* Contributing to the preparation, review, and publication of technical guidance.
* Advising on specific issues during the operation of these regimes.
This work includes advising and influencing government policies on decarbonisation. You will network and collaborate with government officials and industry stakeholders, prepare briefings, and support national engagement efforts. This involves gathering stakeholder views and producing technical and legally sound advice to inform Environment Agency positions.
A significant part of the work involves technical aspects of monitoring, reporting, and verification (MRV) of emissions, energy, materials, or equipment related to greenhouse gases. MRV within our regimes ensures operators accurately measure, record, and report energy or emissions impacts.
You will also work on developing existing and new regulatory regimes, such as supporting the expansion of UK ETS to maritime sectors and developing regulations to ensure that new heat networks meet greenhouse gas emissions standards under the upcoming UK Heat Network Zoning Regulations.
The role is varied and often reactive, requiring quick responses to deadlines.
The team
The team provides national leadership on UK policies to reduce industrial greenhouse gas emissions, including the UK Emissions Trading Scheme, low-carbon industrial clusters, the Energy Savings Opportunities Scheme, Climate Change Agreements, and regulations on ozone-depleting substances and fluorinated gases.
In E&B, we promote a positive, inclusive, and supportive culture where everyone feels valued. We leverage evidence, expertise, engagement, and innovation to enhance delivery, influence policy and legislation, and secure resources.
Experience/Skills Required
In your capability-based answers, please demonstrate your experience and skills.
* You should be able to work effectively with people from diverse backgrounds and cultures, actively encouraging consideration of diversity issues in your work.
* You should be able to collaborate across multiple teams with different specialisms and working styles.
* You need to understand legislation and the principles and policy intents behind it.
* You should be a creative thinker and a strong communicator.
* You should have experience gathering and interpreting relevant data, analyzing it, and using it to support persuasive arguments.
This role is suitable for a numerate science, engineering, or environmental sciences graduate (or equivalent experience) with an interest in policy implementation. Experience in monitoring, reporting, and verification in regulation is desirable but not essential.
Development opportunities and appropriate training will be provided.

You will have an inclusive incident management objective in your development plan, and we will help you find a role to suit your needs. Appropriate training will be given.
The role is based in an EA office, with flexible working arrangements. Some travel and overnight stays may be required.
