We are seeking a suitable candidate to join our Procurement & Supply Chain function. This role provides a supportive and professional procurement service to the Clinical Boards and Corporate Departments across the Trust, supporting the delivery of the best patient care. The Newcastle upon Tyne Hospitals NHS Foundation Trust spends over £750 million annually on goods, works, and services with third-party suppliers. Main duties of the job
* The role has been created as progression or career grades, enabling the Trust to develop in-house talent by supporting the candidate through professional development and CIPS qualifications.
* The successful candidate would join the Trust as a Band 5 (actively studying towards CIPS Level 5), or Band 6 (qualified at CIPS Level 5 and actively studying towards CIPS Level 6). Please include your CIPS membership number for validation.
* Timeframe up to 2 years depending on completing CIPS Level 5.
* Initial focus on lower-risk contracts, flexibly supporting the wider work Programme across various categories and assisting Procurement Managers on larger, more complex projects.
* Progression through a competency framework of key skills while progressing through the CIPS Professional qualifications.

The successful candidate must possess excellent communication, IT, and writing skills, along with either working knowledge or an understanding of relevant procurement legislation and government objectives. This role offers development and career progression within a public sector procurement team. Candidates must demonstrate procurement experience and/or transferable skills.
Band 5
* Fully conversant with departmental objectives and mindful of the Trusts Standing Orders and Standing Financial Instruction.
* Integral part of the Procurement Team, contributing to strategic goals and ensuring an effective and efficient service to end users.
* Monitoring and development of KPI performance with measures for continuous improvement.
* Provide Trust representation in meetings; communicate clearly to staff at varying levels of seniority to ensure best practice.
* Work cross-functionally with other departments of the Procurement Function.
* Thorough understanding of Electronic Procurement and Financial systems.
* Identify performance issues from system information and implement procedures to improve performance.
* Report to a Procurement Manager and support the Head of Procurement in lifecycle processes including tendering for goods and services.
* Collaborate with Directorate Procurement teams and engage Clinical and Non-Clinical stakeholders to support procurement decisions.
* Establish good working relationships across procurement, purchasing, systems support, Inventory management and finance.
Band 6
* The Senior Procurement Specialist leads projects within the aligned category/business area and provides expert advice on contracting within public procurement regulations and Trust policies.
* Responsible for tendering bespoke contracts for goods, services and works, including research, preparation, issue, scheduling, evaluation, reporting and contract management.
* Leads relationships within the aligned business area and wider Trust to drive collaboration and forward planning of procurement requirements.
* Supports development and implementation of discrete service policies across the Trust.
* Ensures use of national contracts where appropriate (NHS Supply Chain, Crown Commercial Services, North of England Collaborative or other public sector arrangements) to benefit the Trust.
This role has a wide pay band; progression rules apply within a 2-year timeframe. £31,049 - £46,580.

Meets All Band 5 Criteria
Essential
* Degree level qualification or equivalent experience in an appropriate field and academic ability for the post
* Evidence of continued professional development including procurement systems, CIPS and information management
* Knowledge and experience of procurement in the public sector, preferably NHS
* Working knowledge of Standing Financial Instructions and organisational procurement policies
* Working knowledge of electronic procurement systems and reporting tools
* Experience in developing and managing relationships within procurement and clinical environments
* Experience of analysing information and spend data to support decision making
* Experience of participating in groups to achieve outcomes
* Experience of identifying service improvements and supporting change
* Experience of presenting information to stakeholders
