Job Purpose Lead and supervise our operational teams to deliver high-quality grounds maintenance, street cleaning, and parks services across South Swindon Parish. This hands-on supervisory role requires you to work alongside teams while ensuring compliance with safety procedures, council policies, and relevant legislation. You will be jointly responsible with our current supervisor for managing approximately 40 operational staff and supporting the delivery of services that are highly valued by residents and significantly influence public perception of the Parish Council. About the Role South Swindon Parish Council delivers essential front-line services including maintenance of parks, open spaces, allotments, and play areas, as well as street cleaning throughout the parish. These services are a top priority for both the council and residents, requiring effective leadership and operational excellence. KEY RESPONSIBILITIES Team Leadership & Management • Supervise and support operational teams of approximately 40 staff in grounds maintenance and street cleaning • Manage staff rotas, holidays, and absence in line with seasonal work requirements • Conduct back-to-work interviews and absence review meetings in accordance with council policies • Identify training needs and deliver on-the-job training where appropriate • Support performance management activities and staff development • Handle disciplinary matters and investigations as required • Ensure adequate staff coverage for planned work schedules Health & Safety Compliance • Ensure all service delivery and staff activities comply with health and safety regulations • Prepare, review, and manage risk assessments, method statements, and safe systems of work • Ensure staff compliance with PPE requirements for all tasks • Conduct regular safety inspections and address any hazards immediately • Respond to health and safety incidents and maintain accurate records • Liaise with Health & Safety Officer to ensure required training is completed and up to date Service Delivery & Operations • Deliver combined service model encompassing grounds maintenance, street cleaning, parks, allotments, and play areas • Manage activities to meet service specification requirements throughout the year • Prioritise work in line with Parish Council priorities and seasonal demands • Coordinate with contractors and monitor their compliance and performance • Support green space refurbishment projects and procurement activities • Manage vehicle and equipment use to minimise damage, costs, and maintenance issues Customer Service & Community Relations • Act as primary contact for public service issues, inquiries, and complaints • Maintain positive public relations and promote the council's image • Provide courteous and helpful responses to residents and visitors • Engage with elected members and stakeholders on service delivery matters • Handle maintenance service-related insurance claims and information requests Administration & Compliance • Maintain up-to-date knowledge of legal and regulatory requirements • Process staff records, sickness, holidays, and attendance data • Respond to ad hoc requests from senior officers following agreed prioritisation • Assist with insurance and accident claim investigations • Manage resources within budget and contractual constraints Application Details To apply, send a detailed CV and covering letter to office@southswindon-pc.gov.uk by Sunday 10th August.
