Job Description

We’re looking for an experienced Strategy and Policy Specialist to be part of the Strategic Design and Transition Programme, focusing on the recommendations from the Independent Water Commission’s report into the water sector and its regulation. This role will help shape the future of the EA by exploring options for its future shape and design and developing a plan to ensure we continue to protect and enhance the environment while supporting sustainable growth. This is a unique opportunity to be at the forefront of shaping the future of the EA.
Responsibilities
* Provide high‑quality, balanced and evidence‑based advice to support future thinking in light of the IWC report recommendations, especially the recommendation to create one single water regulator.
* Engage with colleagues across Government, within the EA, and other regulators to ensure collaborative development of our thinking.
* Embrace constructive challenge and diverse thinking while keeping pace in a fast‑moving working environment.
* Take a flexible approach and be willing to assist with other projects within the programme as required.
* Actively contribute to the Programme team, fostering a high‑performing, agile team capable of thriving in the face of high demand and ambiguity.
Team
You will be an essential part of a small, motivated team working directly with the Strategic Design and Transition Programme Director and Deputy Directors. The team is still forming, but you can expect a friendly welcome and an engaging, rewarding environment that supports your personal development.
Experience and Skills
* Experience of working with central government to develop policy, including work with specialists such as economists and scientists.
* Ability to think and act strategically.
* Excellent communication and engagement skills, with the ability to translate complex or ambiguous issues into simple, targeted advice on short notice.
* Experience of working across boundaries and influencing at all levels.

You will be based at an EA office; for this national role the working location is flexible. Some travel and occasional overnight stays may be required.
