Estimator / Bid Manager – UK‑Wide (Travel Required)

Summary
Freedom is currently recruiting an Estimator / Bid Manager responsible for LV to 132kV substation construction and asset replacement projects for our DNO and/or Private Network Owner Customers. The role is UK-wide with required travel to customer sites.
The successful applicant will fully review tender enquiry packs, determine scope and requirements for tender returns, attend site visits to assess requirements, produce detailed costed proposals based on direct labour costs and supply chain quotes, and ensure proper sequencing of activities. Completed proposals are submitted to Senior Management for review, risk assessment, and approval before tender submission. For successful tenders, the applicant will compile and handover a detailed pack to the Freedom Operations team, updating the opportunity pipeline.
Responsibilities
* Review tender enquiry pack, resolve scope queries, ensure accurate and consistent preparation, review, and submittal of customer proposals incorporating compliance to specifications, technical validation, and value engineering.
* Negotiate with customers post‑tender to capture scope changes and submit best and final offers.
* Establish excellence in tender preparation and submittal to achieve high customer satisfaction and business growth.
* Manage the overall tendering process from enquiry receipt to submittal, including post‑tender negotiations.
* Coordinate all internal and external cost elements to identify risks and establish mitigation plans in line with company policies.
* Ensure collaboration and teamwork with customer representatives, Freedom business units, and stakeholders to maximize opportunity levels across the UK.
Requirements
* Higher qualification within an Engineering discipline – ideally in HV Power Engineering.
* Practical experience applying CDM 15 regulations and ability to produce draft Construction Phase Plans.
* Minimum 5 years of HV engineering experience within a projects environment focused on HV & EHV substation works.
* Minimum 2 years’ experience in commercial estimating, bidding, and customer‑facing environment.
* Practical working knowledge of high‑voltage electrical substations and the equipment is beneficial.
