Agency Contract - London Borough of Harrow
* We are currently recruiting for an experienced Private Sector Housing Officer to join the London Borough of Harrow on an agency basis.
* This is an excellent opportunity for a motivated and confident enforcement professional with experience in private sector housing, inspections and statutory enforcement.
* The successful candidate will play a key role in helping the Council meet its statutory obligations relating to housing standards, public safety and private sector housing enforcement.
* Working within a customer-facing frontline environment, you will carry out inspections, investigations and enforcement activities across the borough, often in challenging situations, while delivering excellent customer service and professional advice.
Key Responsibilities
* Carry out inspections and investigations relating to private sector housing enforcement
* Prepare, draft, serve and follow up on formal and informal statutory notices
* Instigate enforcement action, prosecutions and attend court proceedings to present evidence where required
* Deliver high-quality customer service, ensuring residents and stakeholders are updated throughout case progression
* Provide technical and legal advice to residents, businesses & partner organisations
* Install, operate and interpret monitoring equipment where required
* Work collaboratively with internal departments, external agencies and professional bodies
* Represent the Council at committee meetings, external forums and partnership meetings
* Assist in the development of procedures, service improvements and publicity campaigns
* Support joint initiatives across Council services and partner agencies
* Maintain accurate records and comply with Council policies, procedures and statutory requirements
Working Pattern
* Approximately 25% – 40% office-based
* Approximately 60% – 75% site visits across the London Borough of Harrow
* Flexible working required to meet service needs
* 10% – 20% of duties may take place outside normal working hours, including evenings and weekends
Qualifications
* Previous experience within Private Sector Housing or Environmental Enforcement
* Strong knowledge of housing enforcement legislation and statutory processe
* Experience preparing enforcement notices and legal documentationAbility to conduct inspections and investigations independently
* Experience attending court proceedings and presenting evidence desirable
* Excellent communication and customer service skills
* Ability to manage challenging situations professionally and confidently
* Strong organisational and case management skills
* Commitment to ongoing professional development
* Full current UK driving licence
