Job Description:
IT Manager Senior
Purpose:
Under general direction, directs and leads the delivery of core services; and enterprise wide or complex Information Technology (IT) service(s) to meet budget, technology, strategic, and business goals.
Duties, Functions and Responsibilities:

* Determines the goals and continuity of program service within broad outlines
* Develops strategies, direction and priorities for service delivery
* Develops standards, frameworks, governance
* Manages enterprise program areas, supervises supervisors and coordinates with other managers
* Manages the support of corporate services
* Monitors, prepares and presents reports, budgets, and performance measures
* Governs and manages complex enterprise technology projects
* Prepares and evaluates Request for Proposals
* Participates and manages enterprise contracts
* Participates with other City departments, project teams and agencies to ensure compliance with City of Austin personnel, security and department policies and standards

Responsible for the full range of supervisory activities including selection, training, recognition, evaluation, counseling, and recommendation for dismissal, succession planning
Knowledge, Skills, and Abilities:

* Knowledge of principles and processes for providing customer service and user services

Minimum Qualifications:
* Graduation with a Bachelor's degree from an accredited college or university with major course work in a field related to the job plus three (3) years of related experience, including two (2) years supervisory experience.
* Experience may substitute for education up to four (4) years
* Master's Degree in a related field may substitute for two (2) years of experience
Preferred Qualifications:
* Experience leading enterprise infrastructure and operations functions in a large, complex organization, including oversight of service delivery performance, governance processes, and continuous improvement initiatives.
* Experience managing IT programs, supervisors, and cross-functional teams within a municipal, governmental, or other highly regulated public-sector environment, with responsibility for budgets, staffing, and service delivery outcomes.
* Experience managing enterprise IT budgets, workforce planning, and vendor partnerships to ensure effective and compliant service delivery within a public-sector or highly regulated environment.
* Experience developing and managing enterprise contracts and vendors, including preparation and evaluation of Requests for Proposals (RFPs), contract negotiations, and ongoing vendor performance management in accordance with organizational policies and regulations.

Overview of the Position:
As an IT Manager Senior, you will report to the DCIO of Infrastructure and Operations and provide strategic and operational leadership for enterprise-wide IT infrastructure and core technology services. This position is responsible for directing the delivery, stability, and continuous improvement of complex IT services to ensure alignment with organizational goals, budget constraints, security standards, and service level expectations. The role oversees supervisory staff and technical teams, manages operational and capital budgets, establishes performance metrics, and ensures compliance with governance, regulatory, and cybersecurity requirements. Primary duties include leading incident, problem, and change management processes; advancing IT Service Management (ITSM) best practices; coordinating cross-functional initiatives; managing vendor relationships and enterprise contracts; and providing executive-level reporting and recommendations. The IT Manager Senior ensures high availability of mission-critical systems, strengthens service delivery outcomes, and drives innovation and operational excellence across infrastructure and operations. These two positions (PCN#108012 and PCN# will require Criminal Justice Information Services (CJIS) and Financial Criminal Background Investigation (CBI).
Standard Business hours. Must reside in the state of Texas. This position is primarily remote, however it may require onsite presence as operational needs require.
Pay Range:
$112, $151,935.00
Essential Employee:
This has been designated as an Essential Employee position. In the event of a City-designated emergency, Essential Employees provide services that impact the public health, safety, utility services, and welfare of members of the Austin community and other employees and ensure the continuity of essential operations. In such an emergency, Essential Employees may be called back in, may be required to modify their schedule, may be assigned to a City-designated work site, or may be retained on site to assist with operations and recovery.
Travel:
If you are selected for this position, and meet the Driver Safety Standards in the City of Austin Driver Safety Program, you may drive when necessary to multiple locations as part of your regular job duties. Otherwise, you are responsible for getting to and from these locations.
