About The Role

Are you an experienced community safety professional seeking a high‑impact leadership role? Are you someone who thrives in a dynamic, partnership‑focused environment?

Plymouth City Council is seeking a dedicated Community Safety Manager to lead work that helps create safer communities across the city. In this role, you will support statutory duties, drive partnership delivery and oversee a broad range of operational community safety functions.

Working within the Community Connections Service, you will lead a wide portfolio including antisocial behaviour (ASB), Prevent, modern slavery, serious violence, community cohesion and the work of the Community Safety Partnership.

You will manage a team of operational officers and technical leads, ensuring high‑quality service delivery and strong collaboration with partners. The role requires balancing strategic priorities with emerging operational needs across a busy and complex workload.

Key Responsibilities


Operational Community Safety

* Provide leadership to the Council’s operational community safety service, including oversight of ASB casework, ASB Case Reviews, associated processes and policies, and PSPOs.
* Strengthen community cohesion by identifying, monitoring and reducing community tensions through engagement and effective partnership working.
* Chair the Channel Panel, ensuring robust multi‑agency risk management and delivery of statutory Prevent safeguarding responsibilities.
* Oversee the team’s approach to modern slavery and other forms of exploitation, ensuring effective case management, strong partnership coordination and statutory compliance.


Community Safety Partnership

* Lead and coordinate the work of the Community Safety Partnership (Safer Plymouth), including delivery of the Strategic Crime Assessment and Partnership Plan.
* Lead delivery of the Serious Violence Duty, ensuring compliance, partnership coordination and a whole‑system response across the city.
* Support the administration and oversight of relevant grant funding, including coordinating applications and meeting monitoring requirements.


People Management & Service Oversight

* Provide line management to a team of Senior Community Safety Officers and Technical Leads, including supervision, performance management, recruitment and professional development.
* Work closely with the Head of Community Safety and in partnership with the VAWG Strategic Lead, Community Youth Service Manager and wider PCC colleagues.
* Deputise for the Head of Community Safety when required.


About You

You will be a skilled practitioner with a strong operational and strategic understanding of community safety and partnership‑based approaches. You will bring:

* Proven experience in managing community safety or related services.
* Strong leadership skills, with the ability to influence and build confidence at all levels.
* A committed and proactive approach, with the ability to empower and support your team to deliver high‑quality services.
* A demonstrable track record of effective partnership working.
* Sound knowledge of ASB legislation, the Prevent Duty, exploitation and community cohesion.
* Experience handling sensitive data, complex casework, complaints and statutory requests.
* Excellent communication skills, demonstrating professionalism, diplomacy and resilience.

This is a hybrid role, requiring an average of two days per week in a Plymouth City Council office to ensure effective leadership, team collaboration and delivery of statutory and partnership duties. You must also be flexible and able to work across a range of locations within the city, including supporting frontline staff based in police stations.
