About The Project
The ASTI (Accelerated Strategic Transmission Investment) Transmission Programme is a major national infrastructure initiative supporting the upgrade and expansion of Scotland’s electrical transmission network. These works are essential to enabling renewable energy growth, grid resilience and long‑term decarbonisation.
The programme includes large‑scale civils works across multiple sites in the North, North East and East of Scotland, including:
* Access road construction and enabling works
* Associated civil engineering packages supporting overhead line and cable routes
This is a fast‑moving, high‑value framework involving multiple work fronts, complex interfaces and a strong emphasis on cost control, risk management and commercial clarity.
What you'll be doing
The Opportunity
We are recruiting a Senior Quantity Surveyor to provide commercial leadership across a portfolio of ASTI Transmission civils projects. You will play a central role in developing commercial strategy, managing subcontractors, forecasting financial performance, and ensuring robust contractual governance across all work packages.
Working closely with engineering, construction and framework delivery teams, you will help drive commercial excellence across a nationally significant infrastructure programme.
Key Responsibilities
* Lead the commercial and contractual management of ASTI Transmission civils and earthworks packages.
* Develop commercial strategies aligned with programme objectives and required margins.
* Manage cost reporting, forecasting, valuations and cost‑to‑complete assessments.
* Ensure variations are identified, priced and agreed in line with contract requirements.
* Maintain accurate commercial records to support change management and claims.
* Oversee subcontract procurement, tendering, negotiation and administration.
* Ensure subcontract accounts are managed in accordance with contractual T&Cs.
* Monitor project cash flow and support timely applications for payment.
* Work with project teams to support progress reviews, reporting and risk identification.
* Uphold internal governance, HSE standards and BMS/Group commercial expectations.
* Where applicable, use BIM outputs to support quantification, valuation and reporting.
Who we're looking for
Essential
* Strong background in civils infrastructure.
* Demonstrable experience in earthworks, groundworks, drainage and multi‑discipline civils packages.
* Knowledge of NEC or similar forms of contract and strong contract law understanding.
* Experience managing subcontract procurement and administering subcontract accounts.
* Ability to measure, quantify and value complex civil engineering works.
* Strong numerical, analytical and IT skills (including MS Office).
* Effective negotiator with strong communication skills.
* Experience working as part of a project delivery team.
* Valid CSCS card.
Desirable
* Professional qualification or membership (RICS, CIOB, ICE or similar).
* Previous experience on energy infrastructure schemes
