Location and working pattern

Successful candidates may be based in Cardiff, Glasgow, or London. We especially welcome applicants from Cardiff and Glasgow.

Hybrid working – on average, currently one day per week in the office, or approximately 20% of the month.

Ofgem is Great Britain’s independent energy regulator. We drive change across the energy sector, aiming for Net Zero while protecting energy consumers, including vulnerable people.

This is a permanent role at the strategic heart of Ofgem, delivering challenging work with visibility across the organisation. You will work with a close-knit, high-performing team to influence decision-making at the highest levels, shaping cross-cutting strategies, analysing sector-wide challenges, and guiding the regulator’s response to critical energy system questions.

The role is high-agency and fast-paced, offering breadth. You’ll work with senior leaders and external stakeholders across government, industry, and academia, turning strategic insight into action. It offers a mix of rigorous thinking and creative problem-solving, with recommendations that influence Ofgem’s direction for years to come.

We’re seeking someone with strong analytical skills, excellent judgement, and the ability to build collaborative relationships with senior internal and external stakeholders. You’ll bring a strategic mindset, interest in solving complex policy challenges, and the confidence to deliver in a fast-paced, highly visible environment.

Person specification

* Strategic thinking: A track record of translating strategy into delivery and understanding the work of the team and Directorate in a wider, strategic context; identify and pursue opportunities to develop this knowledge over time. (Lead)
* Analysis and evidence: strong ability to analyse quantitative and qualitative information, identify issues, synthesise diverse sources, and develop options and recommendations across a range of issues. (Lead)
* Stakeholder engagement: track record of building collaborative relationships with internal and external stakeholders, with influencing skills to secure desired outcomes.
* Experience in a fast-paced environment and managing multiple, concurrent priorities and projects.
* Communications: ability to communicate effectively to varied internal and external audiences, both in writing and presentations, and to convey complex issues clearly and concisely.
* Energy expertise: knowledge of the energy sector and understanding of the energy transformation needed to reach net zero.
