Working Hours: Full time 37.5 hours per week – Monday to Friday

What you’ll do
Operating within the CCOE, this role is responsible for the line management and career development of 2-4 Operational Governance disciplines. Supporting the objectives of the CCOE function, this role will undertake demand & capacity management (acting as the single front door into the CCOE), resource and financial management, all CCOE wide reporting and operational governance, as well as leading across all CCOE related boards up to GMT.
The Operational Governance Manager will oversee the CCOE Operational Governance Team, operating across the entire function area where multiple programmes and projects are being delivered. The role will enhance key deliverables and strategic planning within the CCOE through the application and development of the delivery process, project/programme controls and governance, project consultation, system automation and monitoring of CCOE Operational Governance KPIs.
The candidate will be an experienced leader with competence in Project & Programme Planning, including Methodology and Governance, Demand & Capacity Planning, Resource Management, Reporting, Finance Management, Risk Management, Change Management, Tools, Systems and Data Integrity of project/programme information.
The Operational Governance Manager will evidence effectiveness of the Delivery Method and Governance regime within the local remit, recommending improvements to corporate Delivery Methods and Governance regimes and providing insight and support to CCOE Senior Leadership Teams. Through day-to-day line management and objective setting, the role will ensure best practice is routinely exercised, with performance monitored via monthly 1:1s and input from CCOE Functions.
In order to ensure future success, this role will be responsible for line management of the team, driving high performance, continuous improvement, training and advocacy of change. Working within the Career Framework, training and objective setting will be planned to develop professional skills and progression within the practice.
Who You Are
* Data-Driven Decision Making: Ability to lead reporting and data strategy, especially using tools like Power BI to visualise KPIs and performance insights
* Impact Evaluation & Storyboarding: Skill in extracting key messages from complex data and tailoring them to different stakeholder audiences
* Benefits Realisation & Financial Acumen: Understanding of programme economics, cost control, and value delivery across portfolios
* Methodology & Assurance: Deep knowledge of project delivery frameworks (e.g. P3M, Agile, Waterfall) and ability to enforce governance and quality standards
* Risk & Change Management: Proficiency in RAID management and navigating complex change environments with minimal disruption
* Tooling & Automation: Ownership of Operational Governance tooling ecosystems and automation strategies to streamline reporting and controls
* Stakeholder Management: Ability to build trust and influence across delivery teams, customers, and senior leadership
* Coaching & Mentoring: Experience in developing Operational Governance analysts and fostering a high-performance culture through empowerment and feedback
* Conflict Resolution: Navigating competing priorities and resolving tensions across functions and programmes
