Portfolio Director – Gwynedd Council

Responsibilities

* Strategic Leadership & Vision – Be accountable for the development and operational delivery of the Vision for Economic Well being; provide strategic direction to maximise sustainable and inclusive growth; influence UK and Welsh Government policy; promote collaboration among partners; maintain a strong relationship with the Growth Deal SRO and the CEO of Ambition North Wales; escalate risks and issues as required.
* Programme & Portfolio Delivery – Lead and co‑ordinate delivery of the North Wales Growth Deal; ensure programmes and projects are delivered effectively; manage performance, risk, and outcomes; develop and manage the Growth Deal portfolio budget with Finance partners; escalate issues to the SRO and CEO with clarity on risks.
* Governance, Accountability & Compliance – Coordinate decision making through partner councils and agencies; ensure timely decisions within Economic Wellbeing scope; maintain comprehensive and accurate records; prepare for full job details and application actions.


Role Specific Responsibilities

Qualifications, Experience & Skills

* Educated to degree level or equivalent in a relevant field; evidence of continuous professional and managerial development.
* Proven track record of senior leadership delivering complex portfolios or programmes; strong knowledge of economic development, regional growth, and regeneration policy in Wales and the UK; experience in partnership working with local authorities, higher/further education, private sector, and government; ability to translate strategy into delivery with measurable outcomes and value for money.
* Excellent political awareness and stakeholder management; ability to influence at senior levels; programme management skills including risk, performance, financial management, and governance.
* Strong analytical skills to interpret economic, financial, and demographic data; strong communication and presentation skills to inspire confidence and promote regional ambitions.
* Proven leadership and people management experience; commitment to high standards of public service and governance, aligned with Nolan Principles.


Language Requirements

* Listening and Speaking – Welsh and English;
* Reading and Understanding – Welsh and English;
* Writing – Welsh and English with appropriate language and style for readers.
