About the Team The Treasury Business Solutions (TBS) team are trusted business partners responsible for Technology, Security, Estates and Knowledge & Information Management. We have staff based in each of our London, Norwich and Darlington offices.This role leads the Property and Place team, who are responsible for establishing the new economic campus in Darlington and managing the HM Treasury estate, including our Headquarters in London, the Second Headquarters in Darlington and our office in Norwich. As the lead department for the Darlington Economic Campus, we work closely with Groups across the Treasury, the other seven campus Departments and the Government Property Agency to ensure that the delivery of the permanent building is crafted to meet requirements and to cultivate collaboration and interoperability across the occupying departments. We provide the project management for the programme, holding delivery partners to account and assuring on delivery, reporting directly through to the Permanent Secretary on progress.The team is also responsible for the management of the Treasury estate including London, Darlington and Norwich – working with the Government Property Agency to ensure that our buildings continue to meet the needs of the department, are safe, secure and accessible, and working alongside Treasury Groups to manage space and ensure that facilities support us in working effectively across sites. About the Job In this role, key accountabilities will include:· As programme manager, oversee and lead on the delivery and occupation of the permanent accommodation in Darlington and HM Treasury’s second headquarters. Fulfil the HM Treasury lead role by acting as the key focal point between the Government Property Agency, HM Treasury and the campus departments to ensure that the property is designed and delivered to provide the facilities required to support the Treasury’s objectives and the campus vision.· Oversee the provision of the Project Management Office. Working as a senior part of the PPM profession in HMT, support the team to deliver and maintain robust project management processes and structures including the provision of cross-campus governance, risk and issue management, planning, finance including development of business cases, benefit management and reporting, and coordination and response to parliamentary correspondence.· Work collaboratively with the Government Property Agency to identify and understand long term risks to successful programme delivery, regularly challenging and holding them to account while ensuring that Ministers and senior leadership are kept updated on progress and barriers to delivery.· Coordinate the ongoing management of the HM Treasury estate including London, Darlington and Norwich. Working with the Government Property Agency and across Treasury Groups and senior leadership to enable the provision of safe, secure and accessible space for the short, medium and long-term which meets Treasury current and future space and facility requirements. Working with the Government Property Agency and where necessary, Campus leadership to facilitate any specific projects.· Lead on work with the Government Property Agency and campus senior leadership to facilitate the vision for a fully interoperable campus in Darlington across multiple buildings.About YouYou will have experience of providing programme leadership using a recognised PPM approach across an organisation, to oversee effective planning of work and resources, and ensure delivery of timely quality outputs and ultimately successful outcomes.
