Job Title: Delivery Commercial Manager – Onshore Wind

Location: Aberdeen

Reporting to: Onshore Development Director

Number of Roles Available: 1

About the Role:

Great British Energy is looking for a Commercial Manager to join our GBE Onshore Wind Team. This role will play a key part in contributing to projects, objectives, and wider organisational goals.

Key Responsibilities:

Commercial Strategy & Governance

* Work with the Development Commercial Manager to develop and then lead the implementation of the commercial strategy for each project (EPC, multi-contracting, alliance models)
* Working with the Development Commercial Manager and Procurement Manager, lead commercial inout into the Final Investment Decision(FID), including:
* Capex estimates and benchmarking
* Risk allowances and contingency strategy
* Contracting strategy recommendations
* Establish robust cost management and reporting frameworks
* Ensure alignment with the GBE Project Governance Framework, audit, and public procurement requirements (where applicable)

Procurement & Contracting

* Work with the Procurement Manager on end-to-end procurement processes, including:
* Pre-qualification (PQQ)
* Tendering (ITT)
* Bid evaluation and negotiation
* Work with the Procurement Manager on the structure and negotiate key contracts:
* Turbine Supply Agreements (TSA)
* Balance of Plant (BoP) contracts
* EPC / EPC-Lite contracts
* Grid connection and ICP contracts
* Drive optimal use of NEC4 or FIDIC contracts where appropriate
* Ensure clear risk allocation and pricing mechanisms across all contracts

Cost Management & Control

* Maintain and manage project budgets (likely £50m to £200m+) through delivery
* Lead on:
* Cost tracking (committed vs actual vs forecast)
* Change control and variation management
* Earned value and cost-to-complete forecasting
* Challenge contractor costs and identify value engineering opportunities
* Provide accurate monthly cost reporting to senior stakeholders and Board

Risk, Claims & Commercial Assurance

* Identify, assess, and mitigate commercial risks across the project lifecycle
* Lead resolution of:
* Contractor claims
* Compensation events (NEC)
* Disputes and settlements
* Ensure projects remain within approved risk appetite and contingencies
* Interface with legal advisors on complex claims and dispute resolution

Delivery Phase Commercial Leadership

* Act as commercial lead during construction:
* Support Contract Managers and Project Managers
* Ensure compliance with contract terms
* Monitor and enforce:
* Payment mechanisms
* Milestone achievements
* Performance guarantees and LD regimes
* Ensure commercial readiness for COD and handover to asset management

Stakeholder Management

* Act as the primary commercial interface with:
* Contractors and suppliers
* Development and engineering teams
* Finance and investment committees
* External partners (JV partners, public sector bodies)
* Present clear, concise commercial updates to senior leaders
* Contribute to collaborative working cultures, particularly under alliance or NEC style contracts

Qualifications and Experience:

Essential:

* Strong commercial acumen with experience managing complex infrastructure or energy projects
* Extensive experience in:
* Renewable energy projects (onshore wind / solar / BESS)
* Infrastructure or major capital projects
* Proven track record delivering projects £100m+
* Strong experience in:
* NEC3/NEC4/FIDIC contracts (essential)
* Risk allocation in energy infrastructure
* EPC and multi-contract delivery models
* Experience through full lifecycle (FID - construction - COD)
* Experience in commercial management, quantity surveying, or project controls
* Background in renewable energy, utilities, infrastructure, or major capital projects
* Degree in Quantity Surveying, Commercial Management, Engineering, Law, or similar

Desirable:

* Strong commercial judgment and negotiation capability
* Advanced financial literacy (NPV, IRR, cost modelling)
* Ability to operate in complex stakeholder environments
* Strong leadership and influencing skills
* High-quality board-level communication
* Professional membership (e.g. RICS, CIPS, CIMA, CIArb, CICES)
* Postgraduate qualification in construction law, project management, or commercial management
