You will also be directly responsible for developing, monitoring and managing performance of Engineering related Frameworks from external Suppliers, achieving a consistent approach in the development, delivery and implementation stages ensuring maximum efficiency, quality, service, and profitability for the SPT business. These Frameworks will support the delivery of detailed design covering civil, main plant and protection and control for substations, overhead lines (OHL), and cables and required surveys on complex engineering projects for the portfolio of projects covering RIIO-T3, Core projects, with a Totex value of £300million per annum rising to approx. £700 million per annum by 2027. What you’ll be doing Leading the development strategies for engineering frameworks and managing, renewing and identifying future needs for Frameworks (within their area of responsibility) with an individual value CAPEX value of circa £30million per annum. Develop and maintain the Framework Management Plan, outlining governance, reporting, communication, and escalation processes. Mitigate complex programme and financial risk through effective risk management of Frameworks. Act as the primary point of contact for all external design houses engaged under engineering framework agreements worth Circa £30million CAPEX per annum Oversee allocation of design work to framework partners in line with project priorities, capacity plans, and commercial arrangements who will support SPT with approx. 120,000 person hours per annum (circa 20 FTEs equivalent p.a.) Manage the day-to-day operational and performance relationship with external partners, ensuring delivery against contractual obligations, KPIs, and company standards. Lead regular framework partner performance reviews, including technical quality, schedule adherence, cost, and compliance. Development and management of Framework contracts to facilitate the SPT Capital and Operational programmes of work with a greater focus on framework management and control. Support the development, maintenance, and oversight of the master SPT Purchasing Plan covering the engineering activities on main programmes, contracts, and frameworks for SPT Driving and measuring continuous improvement by sharing lessons learned across the business and from external benchmarking, to drive improved efficient ways of working preventing value leakage and ensuring best practice from within SPT. Deliver effective stakeholder management of external Framework contractors through establishing and managing a framework of KPI’s and contractual arrangements. Accountable for developing and managing the external Supply Chain both nationally and internationally to attract new entrants to existing markets and develop existing suppliers to increase levels of competition and availability. Collaboration with Licence Contracts managers, internal stakeholder to identify any delivery synergies in contract placement and delivery across licences. Collaboration with internal colleagues at all levels to delivery optimal framework strategies and outcomes e.g., Procurement, Global Procurement, Control, Global Control, CofE and NP&R. Establish and maintain close links with Section/Department Heads and engineers to implement lessons learned associated with Frameworks and ensure that lessons learned are fed back into front end of the process. Develop, implement, and monitor Framework KPI’s to ensure continuous improvement. Provide contract management expertise/guidance to Business users associated with Frameworks. Develop and produce monthly/weekly Framework contract management reporting with focus on financial and performance information highlighting trends or areas for improvement. What you’ll bring Degree in Electrical, Civil, or Mechanical Engineering or related discipline and/ or postgraduate qualification (MBA, MSc) or relevant experience. Contract management / Contractor relationship management experience. Understanding and experience of different Contract Types and approaches to procuring services and managing contractors. Chartered Engineer Status (or working towards) 5 years’ experience of supplier management in an engineering environment. Experience of managing engineering programme contracts, multiple work programmes and commercial contracts. Ability to prioritise workloads and deliver to agreed timescales and quality standards Ability to influence and represent SPEN at a number of external forums at a senior level Relevant experience in a managerial position. Enthusiastic and flexible individual with drive to succeed. Excellent communication skills with individuals at all levels. Well-developed consultation and negotiation skills. Experience of implementing strong governance, control and risk management frameworks for contract and framework management. Experience of developing robust contract/framework strategies. Experience of developing and managing Supply Chain Strong influencing skills when working with external and internal parties. Strong interpersonal skills given requirement to interface with SPEN stakeholders and external contractors Proven experience in line management and team development Proven experience of managing or coordinating a team in a high value project portfolio environment. Proven analytical and decision-making skills. Working knowledge of Health, safety, and environmental legislation applicable to engineering & construction projects. Knowledge of the regulatory framework applicable to electricity networks.
