Join our all-new dynamic Commissioning and Procurement Hub as a Strategic Procurement Business Partner and play a pivotal role in shaping the future of public service delivery. You will provide guidance and leadership to your service areas and your team (of 2) to drive above threshold procurement activity encompassing innovation, savings opportunities and representing procurement at directorate meetings and other senior forums both locally and nationally.
Our new Commissioning and Procurement Hub ensures collaboration with our clients to develop and execute a procurement strategy to achieve their defined success criteria. We bring together experiences and lessons learned to ensure the most effective approach. Our new Commissioning and Procurement Hub supports all stages of the commercial lifecycle, complementing client teams to maximise value.

About the role
You will play a pivotal role in managing high-value, high-risk contracts across the following key service portfolios: Communities, Assistant Chief Executive, Planning Growth (not construction) and Sustainability and Resources.
You will be at the heart of the commissioning cycle, leading on business case development, market analysis, sourcing strategies, and contract management. Your work will ensure that our procurement practices deliver value, innovation, and sustainable outcomes for our communities.
You will:
1. Lead strategic procurement and commercial management initiatives.
2. Influence and advise senior stakeholders on procurement strategies.
3. Manage the full commissioning cycle, from business case development to contract management.
4. Deliver market insights, shape supplier relationships, and explore social value opportunities.
5. Represent the Council in external meetings and drive innovation through market intelligence.
Any-Desk:
As an ‘any-desk’ worker, you’ll need to be connected to our network to access digital folders and resources, but this can either be from home or an office location when required. You will be required to work from the office a couple of times a week, depending on your role and team requirements.
About you
6. Substantial experience in managing strategic procurement in a large public sector organisation.
7. Deep knowledge of procurement regulations (PCR15 & PA23) and best practices.
8. A track record of delivering complex projects and achieving measurable efficiencies.
9. Strong leadership and stakeholder engagement skills.
10. A relevant degree or equivalent experience, and ideally MCIPS Level 6 or equivalent.
