Deputy Director of Nursing - Workforce and Excellence Band 8D

Lincolnshire Community and Hospitals NHS Group is seeking an exceptional and compassionate senior nursing, midwifery or AHP leader to join our Chief Nurse Directorate as Deputy Director of Nursing: Workforce and Excellence.

This is a pivotal pan-Group leadership role, providing strategic and operational leadership for nursing, AHP and midwifery workforce, professional excellence, rostering and resourcing, recruitment and retention, innovation, research and leadership development across hospital and community services.

Working closely with the Deputy Group Chief Nurse and Group Chief Nurse / Chief AHP and Director of Midwifery the post holder will play a key role in ensuring that LCHG has a sustainable, skilled, supported and high-performing nursing, AHP and midwifery workforce able to deliver safe, effective, compassionate and high-quality care for the people of Lincolnshire.

Main duties of the job

The Deputy Director of Nursing: Workforce and Excellence will lead the development and delivery of the Group's nursing, AHP and midwifery workforce priorities, ensuring alignment with the Group strategy, professional standards, national workforce priorities and the NHS 10 Year Plan.

The post holder will provide senior leadership across a broad portfolio including:

Safe staffing, establishment setting and workforce safeguards.

Nursing and midwifery workforce transformation.

Rostering, resourcing and temporary staffing.

Recruitment, retention, career development and succession planning.

Professional excellence, leadership development and shared decision-making.

Innovation, research, new roles and new models of care.

Staff experience, recognition and professional advocacy.

The post holder will work collaboratively across organisational and system boundaries, influencing senior leaders, universities, system partners and national bodies to develop innovative, evidence-based and financially sustainable solutions to workforce challenges.

The successful candidate will also prepare and present high-quality reports, business cases, briefings and assurance updates for Board, Executive and relevant committees, providing clear analysis of risks, progress and required actions.


Job responsibilities

The post holder will:

Provide senior leadership for the Groups nursing and midwifery workforce agenda, ensuring delivery of strategic priorities relating to workforce sustainability, safe staffing, professional excellence and staff experience.

Lead the development, implementation and oversight of workforce transformation programmes that support safe, high-quality, efficient and sustainable care across hospital and community services.

Oversee the Group approach to nursing and midwifery recruitment, retention, career development and succession planning, ensuring clear plans are in place to address workforce gaps and future supply.

Provide senior oversight of rostering, resourcing and temporary staffing services, ensuring these functions operate safely, efficiently, consistently and in line with national guidance and financial controls.

Lead the Groups approach to safe staffing, establishment setting and workforce safeguards, including the use of evidence-based tools, benchmarking data, professional judgement and governance processes.

Ensure robust systems are in place for monitoring workforce performance, staffing risks, red flag escalation, roster quality, temporary staffing usage and delivery against agreed workforce plans.

Lead and support the development of innovative workforce models, new roles and flexible deployment arrangements to respond to changing service needs and hard-to-recruit areas.

Provide strategic leadership for professional excellence, leadership development, shared decision-making, recognition programmes, advocacy services, research and innovation to strengthen nursing and midwifery practice across the Group.

Line manage the Associate Directors of Nursing within the portfolio, ensuring strong leadership, delivery, performance oversight and alignment across workforce, resourcing and excellence programmes.

Work collaboratively with divisional nursing teams, corporate colleagues, system partners, universities and national bodies to shape and deliver workforce and professional priorities.

Prepare and present high-quality reports, business cases, briefings and assurance updates for Board, Executive and relevant committees.

Ensure services and programmes within the portfolio are delivered within agreed financial frameworks, promote value for money and contribute to productivity, efficiency and cost improvement objectives without compromising safety or quality.

Lead the development, implementation and review of policies, procedures and governance arrangements relevant to workforce, safe staffing, rostering, professional standards and excellence.

Promote a culture of continuous improvement, inclusion, compassion and accountability, ensuring staff are engaged, supported and empowered to contribute to service improvement.

Act as a senior member of the Nursing, Midwifery and AHP leadership team, contributing to delivery of the NMAHP strategy and wider Group objectives.

Deputise for the Deputy Group Chief Nurse as required and represent the Group internally and externally in relation to workforce, professional nursing and midwifery, and excellence matters.

Participate in the on-call rota as required.


Person Specification


Qualifications

* Registered Nurse, AHP or Midwife with current NMC/HCPC registration
* Master's degree or equivalent experience in leadership, healthcare management or related field
* Evidence of senior leadership development (for example NHS Leadership programmes or equivalent
* Doctorate or postgraduate qualification in leadership, workforce or healthcare management
* Evidence of research or academic collaboration


Experience

* Understanding of financial management and resource utilisation within healthcare
* Understanding of workforce planning, recruitment and retention strategies
* Significant senior leadership experience within a healthcare organisation
* Experience of managing complex teams and senior leaders
* Experience of strategic workforce planning and safe staffing systems
* Experience of working with executive teams and contributing to board-level decision making
* Experience working across multi-organisation or system environments
* Experience leading professional excellence, research or innovation programmes
* Knowledge of digital workforce systems and workforce analytics
* Knowledge of research governance and innovation frameworks
