Must be willing to travel to family homes within the local area and travel to other sites for meetings. Some evening and weekend work expected.

SUMMARY DESCRIPTION:
Under the direction of the Supervisor of Child Find/Early Childhood Disabilities Unit, and in collaboration with the Program Manager of the Montgomery County Department of Health and Human Services (DHHS), supports the implementation of Individual Family Service Plans (IFSP) for children who have developmental delays, ages birth to age four, and their families mandated by federal/state law. Major responsibility includes overseeing the Infants and Toddlers regional site to ensure smooth daily operations. This involves master scheduling for assessments and home-based intervention; fiscal management including monitoring of providers¿ 12 month calendar schedules and implementing payroll procedures; hiring and evaluating all MCPS staff assigned to the site; responding to staff concerns; conducting weekly staff meetings; working closely with support staff; addressing parent questions and concerns; coordinating interagency service teams in natural environments; coordinating the transition process while overseeing enrollment of children in OASIS and following Individualized Education Program (IEP) procedures; supports professional development opportunities for staff in collaboration with the lead agency, keeping abreast of the current research and methodology relating to infants and toddlers with suspected developmental delays.

CERTIFICATE LICENSE:
Maryland APC or license for special education teacher or related service required. Meets Maryland certification requirements for Supervisor, Principal and/or Administrator 1. Meets Maryland certification requirements for Administrator I and in the assigned discipline. Completion of OAT I or II, or completion within one year of the position start date.

KNOWLEDGE, SKILLS, and ABILITIES:
Thorough knowledge of typical and atypical child development of infants and toddlers and federal/state legislation related to assessment, and early intervention services for children, ages birth to four, with developmental delays; thorough knowledge of IFSP and IEP development; ability to utilize the on-line IFSP and IEP tools; thorough knowledge of the Maryland Child Outcomes Summary; ability to work with staff and parents in a collaborative manner; knowledge of community resources available to families who have children with developmental delays; skill in working with parents/families/staff in crisis situations; understanding of family coaching model; ability to coordinate schedules for children and multiple service providers; excellent organizational skills for managing student and staff information, developing schedules, and monitoring flexible 12 month calendar schedules and payroll. Excellent human relations and organizational skills are required. Demonstrated oral and written communication skills are required Knowledge and application of the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS).

EDUCATION, TRAINING, and EXPERIENCE:
Master's degree from an accredited college or university with coursework in infant/toddler development, developmental delays, psychology, counseling, social work, education or related field. Certificate in supervision and administration. Background in early childhood human development, developmental disabilities, and working with parents. Training and experience in working with children with disabilities or developmental delays, and their families, birth to age four. Considerable outstanding experience appropriate to the position, or a combination of applicable education and experience that provide the knowledge, abilities and skills necessary to perform effectively in the position.
