Senior Emergency Preparedness, Resilience and Response (EPRR) Manager
Join Liverpool University Hospitals NHS Foundation Trust as the Senior EPRR Manager, leading the Trust’s emergency preparedness, resilience, response, and business continuity programmes to ensure a high level of readiness for major incidents and operational disruptions.
Job Summary
* Lead the development, delivery, and assurance of the Trust’s emergency preparedness and business continuity arrangements.
* Ensure compliance with the Civil Contingencies Act 2004, NHS EPRR Framework and national guidance.
* Coordinate training, exercising programmes, and support incident management structures during major incidents.
* Collaborate with NHS organisations, local authorities, emergency services, and partner agencies across the wider health and resilience system.
* Maintain incident command facilities, communication systems and emergency equipment.
Responsibilities
* Provide strategic leadership for EPRR and Business Continuity programmes, aligning with national guidance and organisational priorities.
* Support the Trust’s Accountable Emergency Officer and senior leadership with expert advice, assurance and reporting on preparedness and compliance.
* Lead the annual EPRR Core Standards self‑assessment, maintaining robust evidence and tracking improvement actions.
* Develop, review and maintain emergency plans, major incident procedures and related policies.
* Coordinate strategic and tactical training, tabletop and live exercises, capturing lessons learned.
* Represent the Trust at system and multi‑agency forums, including Integrated Care Board and Local Resilience Forums.
* Support the development and implementation of the Business Continuity Management framework.
* Oversee maintenance, testing and assurance of emergency preparedness equipment and resources.
* Ensure accurate records, databases and reporting systems support monitoring, assurance and organisational learning.
Qualifications
* Master’s level education or equivalent experience in EPRR, resilience, emergency management, business continuity or a closely related discipline.
* Demonstrable commitment to CPD, maintaining a personal development plan and participating in recognised EPRR/BCM training and exercises.
Desirable Qualifications
* Postgraduate qualification in EPRR (e.g. RSPH Level 4/5), Business Continuity certification (e.g. BCI) or equivalent specialist accreditation.
Experience
* Proven experience leading EPRR and/or BCM in a complex NHS or multi‑agency environment, including developing and maintaining major incident and BCM plans, designing and delivering training and exercises, and providing tactical/strategic advice during incidents.
* Experience in peer review/assurance of partner organisations, managing an EPRR portfolio, budget oversight, and on‑call duty manager roles.
* Experience leading formal debriefs and organisational learning programmes.
* Line management experience, including performance management and delivery of programmes to time, quality and cost targets.
* Experience with structured information management systems used in EPRR (reporting, lessons identified databases, action trackers).
* Proven risk assessment experience and application of risk‑management methodologies within complex systems.
Knowledge
* In‑depth knowledge of the Civil Contingencies Act 2004, NHS statutory duties, and the NHS EPRR Framework, including Core Standards and assurance processes.
* Strong understanding of command, control and coordination (operational, tactical, strategic).
* Knowledge of ISO 22301, advanced BCM models and national resilience structures.

* Advanced written and verbal communication skills, presenting complex material to executive audiences and influencing senior stakeholders.
* Experience leading multidisciplinary or cross‑organisational teams.

* Strong facilitation skills, leading workshops, debriefs and multi‑agency exercises.
* Confident presenter, able to brief, train and influence individuals and groups at all levels.
Desirable Skills
* Media handling and public‑facing communications in incident contexts.
