About The Team

The Facility Management Unit is responsible for ensuring that the GLAs headquarters at City Hall, the GLA demised space at Union Street, and the national heritage assets of Trafalgar Square and Parliament Square Gardens are managed effectively, meet the needs of users, and comply with statutory requirements. It provides a safe and suitable environment for everyone. The Unit is organised into three teams: hard services (engineering, maintenance, and infrastructure), support services (security, accommodation), and amenities & events (cleaning, porterage, catering, hospitality). Project delivery—building works, refurbishments, events, office moves—is common across all workstreams.


Key Responsibilities

* Lead project management and day‑to‑day delivery of hard services and infrastructure facilities operations across City Hall, Union Street, Trafalgar Square, and Parliament Square Gardens.
* Deputise for Facilities Managers and other Assistant Facilities Managers as required.
* Manage infrastructure and building fabric projects, accommodation moves, and procurement of facilities contracts; provide FM input into corporate projects such as high‑profile events and GLA elections.
* Oversee the capital project programme, owning the project calendar and coordinating with events teams to avoid programme clashes.
* Act as technical specialist in Computer‑Aided Drawing (CAD) systems; design, edit, maintain building drawings and manage the drawing filing system.
* Lead technical services area of the Computer‑Aided Facilities Management (CAFM) system; analyse performance data, monitor trends, prepare improvement plans, and train staff and contractors on FM IT systems.
* Ensure compliance with building regulations, health and safety legislation, and conduct risk assessments for all managed areas.
* Coordinate day‑to‑day delivery of outsourced hard services contracts, monitor KPIs, and manage onsite teams.
* Maintain conservation standards for listed national heritage sites, statues, monuments, and structures at Trafalgar Square and Parliament Square Gardens.
* Support broadcasting and audio‑visual services for statutory meetings and GLA elections; assist users and contractors with AV setups.
* Manage utility contracts, ensuring continuity of supply, value for money, and alignment with carbon net‑zero commitments.
* Provide operational support for events across key sites, monitor quality, analyse data, benchmark services, and act on findings.
* Plan and manage emergency and incident responses, develop SOPs, prepare contingency plans, lead fire evacuation exercises, and coordinate emergency services during incidents.
* Serve as Duty Building Manager, ensuring buildings are presented to a high standard, resolving operational issues, and liaising with suppliers and FM managers.
* Manage staff: recruit, review performance, handle absence, conduct disciplinary investigations, maintain training records, and uphold policy compliance.
* Participate in multidisciplinary, cross‑department project teams; promote equality, diversity, and inclusion throughout the role.
* Attend on‑site duties at core locations; occasional remote work is possible for planning and project tasks.
* Qualify as a Warranted Enforcement Officer within 4 months of appointment; maintain a valid first‑aid qualification; demonstrate physical fitness as required.


Skills, Knowledge & Experience

* Project management experience for complex projects.
* Proven track record in managing outsourced hard services contracts.
* Experience maintaining and conserving historic monuments in a public setting.
* Experience of managing and operating CAFM and CAD systems.
* Good understanding of building regulations and health and safety legislation related to building services.
* Experience in emergency response and business continuity planning.
* IT literacy in MS Office products.
