The Role
As Technical Manager, you will lead and manage all technical and design elements of residential developments across both private sale (Owl Homes) and partnership/affordable schemes (Owl Partnerships).
You will take schemes from land acquisition through planning, detailed design and construction, ensuring projects are compliant, commercially viable and delivered to programme.
This is a key leadership role requiring strong coordination of consultants, proactive risk management, and close collaboration with internal departments and external stakeholders.
Key Responsibilities:
Land & Planning Support
Provide technical input into land appraisals and feasibility studies
Review site constraints including topography, ground conditions, utilities and access
Support planning submissions and manage discharge of planning conditions
Advise on infrastructure requirements and abnormal cost risks
Design & Consultant Management
Appoint, manage and coordinate external consultants (architects, engineers, utilities, landscape, ecology etc.)
Lead the production of detailed working drawings and specifications
Ensure designs meet Building Regulations, NHBC / warranty provider standards and partnership client requirements
Drive value engineering and buildability reviews without compromising quality
Technical Delivery
Manage technical programmes to support construction start and delivery milestones
Coordinate timely issue of information to Commercial and Site teams
Resolve technical queries during construction
Attend and contribute to pre-start, progress and design team meetings
Compliance & Risk
Ensure compliance with Building Regulations, CDM Regulations and current legislation (including Part L, Part O and Future Homes requirements)
Oversee SAP assessments, EPCs, sustainability and energy compliance
Manage S38, S104, S278 and utility agreements
Identify and mitigate technical risks across schemes
Partnerships & Stakeholder Engagement
Liaise with local authorities, housing associations, Homes England (where applicable), statutory undertakers and warranty providers
Ensure partnership schemes meet funding and client specifications
Provide technical support to Sales and Customer Care teams where required
Skills & Experience
Proven experience in a Technical Manager or Senior Technical Coordinator role within residential housebuilding
Experience delivering both private sale and affordable/partnership housing (desirable)
Strong knowledge of UK Building Regulations and planning processes
Commercial awareness and understanding of cost implications of design decisions
Strong organisational and programme management skills
Excellent communication and stakeholder management abilities
Qualifications
HNC/HND or Degree in Construction, Civil Engineering, Architecture or related discipline
Professional membership (CIOB, RICS, ICE or similar) desirable
