Assistant Procurement Officer

North Lanarkshire Council, as one of Scotland's largest local authorities, is leading an ambitious regeneration programme for its town centres and surrounding areas as part of its plans for inclusive economic growth. The Council spends circa £700m per annum on required supplies, services and works from external partners. The Corporate Procurement Team plays an instrumental role in procuring requirements whilst enabling best practice and delivering best value.

In this role as an Assistant Procurement Officer, you will be responsible for the support and administration of the procurement function, reporting into the management team. Areas of focus will be data collation, reporting, support for policy making, event co‑ordination and other support for the main function of the team in the procurement / tendering of goods, services and works contracts and purchase to pay processes. The team also plays a key role in driving sustainable outcomes from all the Council's procurement activity.

You will ideally have experience in a commercial environment, an awareness of purchase to pay processes and will be developed to support tender activity including preparation of contract notices, preparation of tender packs, administering tender process, tender evaluation and preparation of contract award notifications with debrief information.

You will have an awareness of the relevant legislation, regulations, and governance applicable to public sector procurement, including the Council's own governance arrangements for procurement activity.

Although no formal qualification is required, working towards CIPS accreditation and/or an SVQ level 3 qualification in a procurement or related discipline would be desirable. Further opportunities to develop procurement knowledge and expertise will be made available to the successful candidate.


Work pattern

35 hours per week – Monday – Thursday: 08:45 – 16:45 (including a 55 minute unpaid break); Friday: 08:45 – 16:15 (including a 50 minute unpaid break).
