Overview

Salary: SCP 49 – 55, £60,903 - £72,145 (50-55, subject to CiLCA)

Hours: 37 hours per week

Location: Camborne Town Council Offices / Office Based – Camborne

Position: Town Clerk

Contract: Permanent

Typical working pattern: Monday to Thursdays 8.45am-4.45pm and Fridays 8:45am-4.15pm. There is an expectation to attend evening meetings as required.

Role overview

We are now seeking a dynamic and experienced Town Clerk to lead Camborne Town Council in delivering its strategic vision and community-focused services. You will be responsible for ensuring effective governance, legal compliance, and operational excellence across all Council functions.

Duties and Responsibilities

Strategic Management & Leadership Responsibilities

* To maintain a full awareness of all issues affecting the Town Council and to keep abreast of emerging developments nationally and locally which could impact on or offer opportunities for the Town Council.
* Ensure that the Town Council makes the best possible use of resources through effective planning, considering all financial and other resource implications.
* Lead programmes of monitoring, review and evaluation of strategic objectives.
* Liaise with external contractors, Town Council building surveyor, consultants, stakeholders and professional advisors (e.g. solicitors).
* Responsibility for changes to policies, including Standing Orders and Financial Regulations, and procedures to ensure that legal requirements are adequately discharged and that the administration of the Town Council is efficient and effective.
* To advise and provide input on strategic decisions and the implementation of those decisions, including directing resources where needed.
* To maintain a full awareness and provide input and support on the Town Council’s initiatives, Town Vision, Planning and Devolution.
* Ensure sound legal governance meeting all legal and fiscal and GDPR requirements.
* Provide support and oversight to the teams on people management.
* Collaborate with senior management to develop and implement operational strategies, goals, and plans that align with the Town Council’s objectives.
* Monitor and evaluate operational performance, identify areas for improvement, and implement strategies to optimise efficiency and productivity.
* Develop and maintain operational policies, procedures, and guidelines to ensure consistency and compliance with regulations and best practices.
* Facilitate effective collaboration among different teams to ensure smooth coordination of operations.
* Serve as a liaison between teams, fostering teamwork and resolving operational issues or conflicts.
* Streamline processes and workflows to enhance efficiency and achieve operational objectives.
* To act as a representative of the Town Council as required.

Administrative Responsibilities

Responsibility for all Town Council services and functions, including:

* Attendance at Town Council, Committees, Sub-Committee, the Annual Town and Parishioners meetings.
* To be responsible for signing off the summons, agendas and reports, and the keeping of minutes and records for meetings of the Town Council and its Committees and Sub Committees.
* Execution of agreements, contracts, proceedings and other documents that do not require to be under signature of the Mayor, Chairman or Members of the Town Council.
* Provision of advice and support to the Mayor, Chairman of Committees and Members of the Town Council.
* The efficient running of the Town Council offices, reviewing, developing and monitoring systems, processes and procedures, to ensure the smooth running of all administrative and financial functions.

Commercial Focus

* Experience of business partnerships and third party networks.
* Oversee the management of public facing commercial arrangements.
* Negotiate, manage and monitor contracts, tenders and agreements ensuring “best value” at all times.

Project Management

* Manage projects to the value of up to £14m.
* Ensure robust tender processes are in place.
* Ensure contracts with chosen suppliers are in place and accurately reflect the needs of the Council.
* Monitor and control budget spend and KPI’s.
* Ensure compliance with relevant laws, regulations, and internal policies throughout the Town Council’s operations.
* Identify operational risks and develop strategies to mitigate them, implementing appropriate controls and monitoring mechanisms.
* Conduct regular audits and inspections to assess compliance and identify areas for improvement.

Health and Safety

* The Clerk is also the responsible officer in respect of the Health and Safety at Work etc. Act 1974, in regard to his/her own safety, the safety of other employees and that of members of the public, customers or other persons visiting any of the Council’s premises.
* Oversee the proper management of public funds, utilising the skills of the RFO.
* Assist in the development and management of the budget, ensuring appropriate allocation of resources and adherence to financial guidelines.
* Monitor and control operational expenses, identify cost-saving opportunities.
* Maintain accurate records of financial transactions and prepare reports for senior management as needed.

Statutory Responsibilities

* To ensure that legal, statutory and other provisions, governing or affecting the running of the Council, are observed.
* To ensure that the Town Council’s obligations to insure are properly met.
* To work with the Senior Management Team to prepare, in consultation with appropriate Members as necessary, agendas for meetings of the Town Council and its committees; to attend such meetings and deliver minutes for approval.
* To receive correspondence and documents on behalf of the Town Council and to deal with the correspondence or documents or bring such items to the attention of the Town Council. To issue correspondence as a result of the instructions of, or the known policy of, the Town Council.
* To study reports and other data on activities of the Town Council and on matters bearing on those activities. Where appropriate, to discuss such matters with administrators and specialists in relevant fields.
* To draw up, both on his/her own initiative and as a result of suggestions by Members and staff, proposals for consideration by the Council and to advise on the practicability and the likely effects of specific courses of action.
* To work with the Senior Management Team to manage and supervise members of staff in keeping with the policies of the Town Council and to undertake all necessary activities in connection with the management of the salaries, conditions of employment, discipline and work of other staff in accordance with any current or future employment legislation.
* To issue notices and prepare agendas and minutes for the Annual Town Meeting; to attend the assemblies of the Town Meeting and to implement the decisions made at the assemblies.

Other Duties

* Develop constructive working relationships with key stakeholders who live and work in Camborne and serve the community.
* Liaison and co-operation with other Local Authorities, Local Councils, Local Council organisations, and Government Departments to ensure the effective implementation of strategic policies.
* To attend Town Council Civic Events as the Town Clerk for the Town Council.
* To attend training courses on the work and role of the Town Clerk as required.
