Key Responsibilities:
Leading engagement with local members and parish councils to develop S106 schemes compliant with standards and council guidelines
Collaborating closely with internal services including Education, Built & Natural Environment, and Property Services to agree on outcomes and designs
Developing and managing schemes from initial feasibility to detailed design:
Securing project scopes through Working Groups/Service area commissioning
Preparing design briefs and ensuring stakeholder support
Ensuring compliance with statutory consents
Procuring and managing design teams/contractors
Commissioning and instructing surveys
Conducting technical design reviews and alterations
Preparing work packs including PCI's, Health & Safety, and CDM requirements
Preparing tender documents or commissioning work through partners
Responding to tender clarifications and technical queries
Finalising procurement, awarding contracts, and writing Records of Officer Decisions (RoOD's)
Developing communications plans for scheme delivery
Managing day-to-day project activities ensuring key stakeholders are informed during construction
Instructing and supervising the delivery of works on-site, including:
Facilitating contractor mobilisation in liaison with stakeholders
Building contract preparation (JCT/NEC)
Managing and supervising on-site construction including CDM/Health & Safety
Contract management and change control
Managing programme, budget, and quality
Signing off on completed construction
Controlling records and storage of as-built drawings
Job Requirements:
Experience as a civil engineer, preferably chartered or with a substantial construction background
Strong understanding of S106 schemes
Proficiency in project management from feasibility through to detailed design and construction
Excellent communication and stakeholder engagement skills
Proficiency in contract management, procurement, and delivery supervision
Strong problem-solving skills and attention to detail
Ability to manage multiple stakeholders and ensure effective communication
Understanding of Health & Safety and CDM regulations
