Specialist Engineering Manager - Electrical
Job Summary: The Estates and Facilities Directorate is seeking a highly motivated Specialist Engineering Manager (Electrical) to co‑ordinate, design and manage electrical engineering maintenance works, major repairs & plant replacement and undertake major revenue works projects from inception to completion. The role will develop and sustain a high standard of engineering maintenance and estates service provision with an understanding and appreciation of building disciplines.

Responsibilities:
* Operational management of specific areas of complex engineering infrastructure to ensure effective performance of all building services, plant, equipment, structures and fabric.
* Management of planned maintenance and emergency response for plant, equipment and complex infrastructure.
* Act as Coordinating/Senior Authorised Person for Low Voltage Distribution Systems across the Estate and one other engineering discipline as required.
* Appointment and training of Competent Persons within delegated compliance areas.
* Day‑to‑day management of software and hardware systems used by the maintenance compliance function.
* Support the Senior Specialist Engineer and Head of Estates Operations with performance monitoring of hard FM contracts and internal workforce.
* Participation in the Estates Operational on‑call rota (shifts may change over time). Provide on‑site attendance as required for out‑of‑hours emergency cover.
* Project management and/or specialist technical support for capital and revenue projects, delivering on time, on budget and as specified.
* Provide estates and capital support to other organisations when required.
* Effective day‑to‑day management of maintenance budgets, working with the Head of Estates Operations to work efficiently within budget settings.
* Lead, manage and motivate maintenance teams & contractors to achieve works within time constraints and budget.
* Ensure robust systems and processes are embedded, efficient, governed and, where possible, standardised in line with overall Estates systems and processes.
* Produce timely and accurate reports for the Head of Estates Operations.
* Monitor performance of maintenance teams, identify performance targets and provide regular reports on performance, recommending required improvements.
* Provide regular highlight reports for compliance areas, establishing and prioritising an annual work plan.
* Identify and deliver cost improvement opportunities and service efficiencies.
* Ensure all risks and issues are identified, addressed and mitigated or notified appropriately.
Qualifications & Education:
* Degree (or equivalent) in Electrical Engineering or related building services subject with significant post‑qualification experience.
* Masters or equivalent level specialist knowledge and experience of complex engineering services in a healthcare environment.
Essential Knowledge & Experience:
* Post‑graduate level knowledge and experience in the service, maintenance, and repair of all building services.
* In‑depth knowledge of relevant legislation: Health and Safety, Pressure regulations, Medical gases and water systems, User of Work Equipment, Electricity at Work Regulations, Legionella and water management, Asbestos and hazardous waste, Health Technical Memorandum, Health Building Notes.
* Working knowledge of the role of Authorised Persons and Authorising Engineers within a healthcare environment.
* In‑depth experience and knowledge of hospital building services over a number of years.
* Detailed understanding of contract application for major and minor capital schemes and Trust standing financial instructions.
Desirable Knowledge & Experience:
* In‑depth knowledge of contractual procedures and Trust SFIs relating to major and minor capital projects, maintenance & service contracts.
* Understanding of requirements for Health Technical Memorandum Authorised Person Electrical Distribution Systems (HV).
* Management of capital minor/major works projects under recognised forms of contract.
Skills & Abilities:
* Ability to communicate highly technical information to technical and non‑technical individuals including clinical staff and external agencies.
