Overview
HM Land Registry (HMLR) is undertaking one of the largest transformation programmes in government, modernising the digital systems that support property ownership. As a Senior Software Developer, you will design and deliver systems and services that power this national infrastructure. The role offers a salary up to £60,800, 29% employer pension contribution, full Civil Service benefits, and flexible, hybrid working from multiple UK office locations.
Key Responsibilities
* Lead the design, build, and maintenance of complex digital services and APIs
* Provide technical leadership and mentorship, deputising for the Lead Developer as required
* Influence and improve development practices, CI/CD pipelines, and tooling
* Collaborate with architects and product managers to ensure solutions meet user and business needs
* Ensure delivery with a holistic view of performance, scalability, and maintainability
* Contribute to HMLR\'s wider engineering community, sharing best practices and innovation
Core Tech Stack
* Languages: Java and Python (with some legacy Delphi)
* Frameworks: Spring Boot, Flask, Django
* Cloud & Hosting: AWS and OpenShift (container-based environments)
* Containers & DevOps: Docker, Kubernetes, CI/CD pipelines (Jenkins, GitHub/GitLab)
* Databases: PostgreSQL (primary), with some Oracle and SQL Server legacy systems
* Version Control: Git and GitHub (enterprise)
* Testing: JUnit, PyTest, Selenium, and Cucumber for automation
* Monitoring & Tooling: ELK Stack, Grafana, and CloudWatch for logging and performance
Essential Skills
* Experience delivering software through the full development lifecycle
* Proficiency in one or more modern programming languages (Java or Python)
* Strong understanding of system design, API development and integration practices
* Experience with cloud platforms (AWS preferred) and containerisation
* Practical knowledge of CI/CD pipelines and DevOps principles
* Experience mentoring developers and improving technical processes
* Excellent problem-solving, communication, and stakeholder engagement skills
Desirable Skills
* Process optimisation and identifying opportunities to improve how software is built
* Secure coding standards, TDD/BDD, and automated testing frameworks
* Understanding of modern architecture patterns (e.g. microservices, event-driven design)
* Awareness of the Government DDaT framework and GDS Service Standards
Location
Expectation is to be working from any of the advertised locations 60% of your time across the month (typically three days per week). Hours are flexible and condensed hours are an option.

Salary
Civil Service Grade: SEO. Starting salary will be one of the following, dependent upon assessment at interview:
* Developing: £49,600
* Proficient: £55,200
* Accomplished: £60,800
