OverviewAn exciting and challenging opportunity has arisen for an inspirational senior leader to provide strategic direction as the Head of Estates Management for West Midlands Police. The post holder will be responsible for a range of essential corporate services which directly support operational policing. In this key role you will lead and hold to account the team which provides Estates Demand Management, Environmental & Sustainability Management, Relocations & Clearances, Cleaning, Porterage & Waste Management, Estate Security Guarding, and Estate Buildings' Management. As the Head of Estates Management you will play a key role in transformational change, seeking out and implementing efficiency gains and financial savings. You will report directly to the Assistant Director, Head of Corporate Asset Management. You will also ensure observance to agreed standards to comply with legal, statutory and other regulations, guidelines and best practice. You will plan, develop and implement strategy for operational management of the Estates Management function to maximise organisational performance within agreed budgets and timescales.ResponsibilitiesMonitoring and management of the overall delivery of Facilities support to major WMP Programmes /projects, intervening where necessary in the case of delivery issues.Ensuring value for money via long term financial planning in liaison with Property Services, Fleet Services and Facilities departments and the Corporate Asset Management (CAM) Buildings Portfolio Board to deliver improvements and cost savings against your c£8 million annual budget.Maintaining effective collaboration with the client supply chain members both internally and externally, giving particular regard to Security, Fixtures, Fittings & Equipment, plus Project Management.Providing effective performance management of supply chain providers, directing the review of assets and audits and providing service issue resolution.Providing leadership to identify and develop potential opportunities for partnership working with external public and private sector bodies.Managing and challenging demands placed upon CAM ensuring capacity and capability to deliver against and business cases from senior end users.Directing organisational transformation to enable WMP to meet the challenges imposed by climate change and championing and driving environmental best practice and performance.Primarily based at WMP Logistics Centre, north east of Birmingham city centre, you will work 36.5 hours per week, Monday to Friday but may be required to attend outside normal hours to reflect the nature of the position. In addition you will be expected to be contactable outside of regular working hours in an emergency.As a senior manager you will have direct responsibility for 8 reports but will oversee c130 staff and c60 contractors.
