Data Analyst (Band 7–8b) – Salary level

OverviewMy public sector client is developing a long‑term financial plan and undertaking significant modernisation across multiple functions. This includes the implementation of a new HR and Finance system, alongside wider organisational change.To support this programme, they are seeking an experienced Data Analyst who can provide high‑quality analysis, reporting and insight to inform decision‑making across financial planning, workforce, operations, and transformation projects.The successful candidate will work closely with Finance, HR, Project Management and Change teams to ensure accurate data flows, robust analytics, and meaningful interpretation of key organisational metrics.
Key ResponsibilitiesFinancial & Operational Analytics
1. Analyse financial, workforce and operational data to support the Trust’s long‑term financial planning.
2. Build dashboards and reports that provide insight into performance, trends, and risk areas.
3. Support scenario modelling, forecasting and demand analysis for service planning.
4. Provide rmendations based on data trends to inform senior leadership decisions.
HR & Finance System Implementation
5. Support data migration, validation and reconciliation activities.
6. Assess data quality, identify gaps, and implement improvement actions.
7. Work with system implementation teams to ensure accurate reporting structures and data models.
8. Develop reporting tools and templates for the new system environment.
Project & Change Support
9. Provide analytical input across key change programmes, including process redesign and service improvement.
10. Translateplex data into clear, actionable insights for project teams.
11. Monitor KPIs and deliver analytics that support programmeernance.
12. Support benefits tracking and measurement across change initiatives.
Essential Criteria
13. Proven experience as a Data Analyst, Business Intelligence Analyst, or similar analytical role.
14. Strong analytical skills with the ability to interpretplex datasets and present findings clearly.
15. Experience working with financial, HR, operational or organisational datasets.
16. Proficiency in relevant tools such as: Excel (advanced)SQLPower BI / Tableau or similar visualisation toolsStatistical or data manipulation tools (, Python, R) – desirable but not essential.
17. Ability to manage multiple projects and work effectively with cross‑functional teams.
18. Excellentmunication skills, able to translate data into meaningful insights for non‑technical stakeholders.
19. Strong problem‑solving ability and attention to detail.
Desirable Criteria
20. Experience within the public sector, health service, or largeplex organisations.
21. Familiarity with HR/Finance system implementations, data migration, or digital transformation.
22. Knowledge of NHS or HSC reporting structures, financial frameworks, or workforce metrics.
23. Understanding of projecternance, benefits realisation, and service improvement methodologies.
