Job summary

Critical change is coming to Great Britain’s energy sector, and this is your chance to be at the forefront of decarbonisation efforts. Ofgem is looking for a Head of Carbon Capture and Storage to join us and lead pioneering work to shape the regulatory future of one of the UK’s most important net zero technologies.

Ofgem is Great Britain’s independent energy regulator. We’re at the forefront of change across the energy sector, driving toward Net Zero whilst protecting energy consumers, especially vulnerable people.

We’re offering a permanent position with a unique opportunity to lead the regulation of CO₂ transport and storage infrastructure, a key pillar of the UK’s strategy for reducing emissions and driving long‑term environmental sustainability. Working within our Low Carbon Regulated Asset Base team, you’ll drive regulation from design into delivery, operating at the intersection of policy, regulation and investment, influencing government, shaping markets and enabling major infrastructure projects to progress with confidence.

You’ll be leading a high‑performing, supportive team working at pace on exciting and complex policy areas, from regulatory framework development to investor engagement. You’ll also help set direction across a portfolio that includes hydrogen transport and new nuclear finance. This is a fast‑evolving space with real‑world implications, and you’ll be right at the heart of it.

We’re looking for someone with deep experience of economic regulation and a strong track record of leadership. You’ll bring strategic thinking, confident communication, and a passion for building inclusive, effective teams. Your ability to lead cross‑cutting programmes and influence senior stakeholders will be essential, as will your skill in translating technical frameworks into actionable regulatory practice.

In return, you’ll benefit from flexible resourcing and excellent development opportunities tailored to your goals. We offer a great rewards package, the flexibility to work in the way that’s suits you best, and the chance to work in a purpose‑driven, inclusive culture where innovation is celebrated and diverse voices are valued.

We have a critical purpose to develop and deliver carbon capture and storage regulation, enabling a low‑carbon future for Great Britain. Join us and help build a system that is sustainable, secure and fair for consumers.
