Job Title: Investigating Officer Location: Belfast Salary: £20.66 per hour Working Hours: Full-time, 37 hours per week Duration: Temporary contract until September 2026, with the possibility of extension Start Date: ASAP Application Deadline: 5:00pm, Friday 5th June 2026 About the Role: On behalf of our client, Apple Recruitment Services are delighted to be recruiting an Investigating Officer to support the work of a highly respected public sector organisation based in Belfast. This role offers an excellent opportunity for an experienced investigator or analyst to undertake impartial investigations into complaints regarding public services, Councillor conduct, and matters relating to systemic maladministration and injustice. The successful candidate will be responsible for gathering and analysing evidence, conducting investigations, preparing detailed reports, and making evidence-based recommendations. Following completion of training, hybrid working will be available, with a working pattern of 2 days in the office and 3 days working from home. Key Responsibilities: • Investigate and analyse complaints in accordance with relevant legislation, codes of conduct, and organisational procedures • Assess complaints relating to public bodies and allegations concerning breaches of the Northern Ireland Local Government Code of Conduct for Councillors • Support investigations relating to potential systemic maladministration and injustice within public bodies • Manage a varied caseload while meeting service standards and performance targets • Identify key issues within complaints and undertake proportionate enquiries to gather relevant evidence • Analyse complex information from a variety of sources to reach balanced conclusions • Conduct interviews with complainants, witnesses, and other relevant parties • Prepare detailed written reports, findings, recommendations, and briefings for senior management • Monitor compliance with recommendations made to public bodies • Maintain accurate records using case management systems • Develop and maintain positive working relationships with stakeholders and partner organisations • Promote the work of the organisation at meetings and external events as required • Keep informed of developments in public sector policy, legislation, and best practice Essential Criteria: Applicants must demonstrate one of the following: • A degree-level qualification (or equivalent) and a minimum of 2 years' relevant experience collecting and analysing information to produce evidence-based written conclusions OR • A minimum of 4 years' relevant experience collecting and analysing information to produce evidence-based written conclusions Applicants must also demonstrate: • Strong analytical skills and the ability to make balanced, evidence-based decisions • Experience identifying and interpreting legislation, regulations, codes, guidance, or procedural requirements • Excellent written communication skills, including experience drafting reports and formal correspondence • Strong organisational skills with the ability to manage complex caseloads and meet deadlines • Excellent interpersonal skills, including the ability to handle challenging situations with professionalism and empathy • Experience conducting interviews to gather and assess information Desirable Criteria: • Knowledge of investigative practices and methodologies • Experience using research techniques to gather and analyse information Skills and Competencies: • Oral and written communication • Collaborative working • Analytical thinking and problem solving • Decision making and accountability • Commitment to continuous improvement Additional Information: • Hybrid working available following training (2 days office / 3 days home) • Interviews will be held as soon as possible following the closing date • Opportunity to work on complex and meaningful investigations that contribute to improving public services • Training and development opportunities available • The successful candidate will be expected to uphold the organisation's values of independence, fairness, excellence, and a people-focused approach How to Apply: If you wish to apply or would like more information, please email your CV in Microsoft Word format to Caroline at caroline.parker@applerecruitment.com Applicants must ensure their CV is accurate and up to date, including full employment history, qualifications, and contact details.
