Overview
Sandwell Metropolitan Borough Council is seeking a Systems Development Manager (Regulatory Services) to lead the development, maintenance, and operation of the computer systems that support Regulatory Services, including Environmental Protection & Enforcement, Housing Enforcement & Home Improvements, Trading Standards, Environmental Health, and Licensing.
Responsibilities
* Lead the management, maintenance, and development of Regulatory Services computer systems.
* Oversee day-to-day operation, security, and efficiency of these systems; ensure reliability.
* Ensure systems are maintained, updated, and compliant with relevant standards.
* Lead system upgrades, troubleshooting, and issue resolution.
* Collaborate with service areas to identify improvements, implement features, and ensure systems meet business needs.
* Translate business requirements into system solutions and support users to maximize capabilities.
* Provide expert advice on system use, data integrity, and best practices.
* Champion equality, diversity, and inclusion in all aspects of system development and support.
Qualifications
* A Level 5 qualification (Foundation Degree, HND or equivalent).
* At least 2 years’ experience managing computer systems, including system development, change management, and user support.
* Experience supporting and managing case management systems, ideally within Regulatory Services.
* Strong project management and change management skills.
* Excellent communication and stakeholder engagement abilities.

Salary
Salary: Band G £42,839 - £48,226
