The role

Summary

The Office of the Leeds Maternity and Neonatal Independent Review was established in October 2025 following the Secretary of State announcement. As Programme Manager, you will support and coordinate activities related to the review, demonstrating project management skills and applying the Leeds Improvement Method.

You will develop and oversee the project plan for the independent review, adapt to changes, and oversee the perinatal improvement plan following the publication of maternity and neonatal inspection reports in June 2025 and the well‑led inspection report in September 2025. You will apply detailed knowledge of the CQC inspection framework to maternity and neonatal services.

Responsibilities

  • Support and coordinate activities related to the independent review.
  • Apply project management skills and the Leeds Improvement Method.
  • Develop and oversee the independent review project plan, responding to changes as they arise.
  • Oversee the perinatal improvement plan following publication of inspection reports.
  • Apply detailed knowledge of the CQC inspection framework to maternity and neonatal services.
  • Establish, maintain, and manage effective engagement with internal and external stakeholders.
  • Maintain effective communication and relationships with CSU Teams and senior leaders.
  • Work at a senior management level with Clinical Directors, Senior Management Teams, Programme Director, Directors of Operations, operational teams, and external stakeholders.

Qualifications

  • Expertise in organisational change and service improvement.
  • High levels of self‑motivation, tenacity, and resilience.
  • Strong ability to establish effective relationships across all staff levels.
  • Experience in challenging and supporting complex, multifaceted programmes.
  • Proficiency in structured programme management processes and interventions.
  • Detailed knowledge of the CQC inspection framework for maternity and neonatal services.
