Systems and Control Officer

Job description

A role where detail truly make a difference.

Help shape essential processes that deliver vital public services.

Are you a problem solver who can make data work across multiple systems?

What will your day look like?

As a Systems and Control Officer, you’ll be at the heart of keeping our Local Taxation & Benefits shared service running smoothly across two councils. No two days will look the same, but you can expect to:

1. Administer and optimise key IT systems (Northgate, Civica, BACS, Victoria Forms and more), ensuring they’re performing effectively and supporting our frontline services.
2. Investigate and resolve system faults, liaising with IT teams and external suppliers to keep our services running efficiently.
3. Build, test and implement software upgrades, ensuring new releases are robust and fit for purpose.
4. Carry out essential financial controls, including daily reconciliation work, BACS transmissions, Direct Debit runs and managing large-value payment files.
5. Contribute to annual billing and year-end processes, supporting the production of more than, annual bills and notifications.
6. Work with sensitive data from the DWP, ensuring secure handling, downloading data files and supporting access for authorised users.
7. Provide technical advice and support to colleagues across the shared service and wider organisation.
8. Contribute to service improvements and IT development projects, helping shape smarter, more efficient ways of working.

If you enjoy variety, problem-solving and working with systems that really matter, this role will keep you engaged and challenged every day.

Who are we looking for?

We’re looking for someone who is technically confident, analytical, and thrives in a fast-paced, multi-system environment. You’ll succeed in this role if you have:

9. Experience working with IT systems or performing reconciliation work in a busy, customer-focused environment.
10. Strong Excel and data skills, with the ability to present information clearly.
11. Excellent numeracy, particularly in handling detailed financial reconciliation.
12. Strong written and verbal communication skills.
13. Confidence, resilience and the ability to work independently under pressure.
14. High-level problem-solving skills and the ability to manage competing priorities.
15. GCSE Grade C/4 in English and Maths (or equivalent).

We're looking for someone who takes pride in accuracy, can spot issues before they escalate, and enjoys making systems work better for everyone.

Why join us?

Joining our shared service means becoming part of a supportive, knowledgeable and friendly team that plays a vital role in delivering essential public services.

Here’s what you can look forward to:

16. Make a real impact – your work affects benefits payments, council tax collection, payroll runs and the financial stability of both councils.
17. A varied workload that keeps your skills sharp and your days interesting.
18. Opportunities for development, including involvement in projects, system upgrades and service improvement initiatives.
19. Flexibility – the role supports agile working, giving you a good balance between home and office.
20. Collaboration across two councils, IT teams, external partners, and national bodies such as the DWP.
21. Being part of a team that values innovation, welcomes ideas and works together to solve complex challenges.
22. A secure and rewarding public-sector role, contributing directly to high-profile, customer-facing services.

If you’re motivated, technically minded, and ready for a role where your expertise really counts, we’d love to hear from you.
