Job Purpose As part of the National Wealth Fund’s (NWF) mission to support the net zero transition and drive local and regional economic growth, the Local Authority (LA) function plays a key role in supporting local authorities to make complex and innovative infrastructure investments. Through the NWF’s Regional Project Accelerator service the LA function supports local authorities through Strategic Partnerships, provides financial and commercial advice to regionally important projects and delivers a knowledge service to all local authorities, alongside the provision of low-cost lending for projects within our mandate. Local authorities have high ambitions and broad remits to manage and invest in local infrastructure and facilitate economic growth. The LA function helps to unlock potential and increase shared learning across authorities in the UK and is working increasingly in partnership with Mayoral Combined Authorities (MCAs), city regions and local leaders to support the development of their local growth plans and investment pipelines. The Local Authority Analyst will work across our LA advisory and lending services, supporting the deployment of NWF’s capital and collaborating with teams, both within NWF as well as local and regional authorities e.g. MCAs. Focus areas include buildings decarbonisation, district heat networks, transport, and place-based regeneration, with scope to expand as NWF’s remit evolves. This Analyst role will support Managers, Assistant Directors and Directors to deliver a portfolio of advisory projects and lending deals with local and regional authorities. Location: The role is Leeds based but regular travel will be required across the UK to work with NWF’s local and regional authority partners. Salary: £32,500 - £35,500 Deadline to Apply: 11th Feb 2026. Early submission is encouraged, and applications will be reviewed on an ongoing basis. Core role accountabilities Project advisory tasks – the team is involved in supporting a range of projects predominantly during the business case development phase. The role will involve supporting the LA team to deliver specific tasks (predominantly financial and commercial) as part of the delivery of our services. Supporting lending transactions – the role will include involvement in lending projects by supporting specific aspects of each deal to enable the team to take it from initial conversation to completion in accordance with NWF’s policy and risk appetite. Managing and prioritising workload – Working across a portfolio of advisory and lending projects, the role will involve supporting aspects of a number of advisory project or lending deals at the same time. Undertaking due diligence - With guidance and support from the team, assessing the risks, merits and impact of lending deals as part of our due diligence process. Facilitating relationship management – Supporting relationship management with local authorities, Mayoral Combined Authorities (MCAs) and city regions, including by preparing materials and providing secretariat functions. Reporting and record keeping - Working closely with colleagues across the NWF to develop and maintain oversight of advisory engagements and lending deals, ensuring that progress is tracked on our Customer Relationship Management (CRM) system and reported internally. Researching and developing materials – Undertaking research and developing high-quality materials to support to support the provision of impartial commercial and financial advice to local authorities. Drafting elements of papers for governance forums, working across teams to collate and analyse information to help inform NWF decision-making. Working flexibly – Working across the LA function and NWF to support other commensurate tasks that contribute to our overall objectives and business plan. Knowledge, Skill and Experience requirements The challenges that local authorities face in delivering net zero and economic growth are complex. In response we are assembling a unique team with diverse experience and skills. Current team members have backgrounds in infrastructure advisory, consultancy, banking, local government and the civil service. Knowledge and/or experience of: Local and central government bodies; and/or Net zero and/or economic growth project delivery; and/or Project finance/infrastructure transactions; and/or One or more of the priority sectors: buildings decarbonisation, district heat networks, transport, and place-based regeneration. Highly numerate with an ability to comprehend complex financial information presented in financial statements and financial models. Excellent written and verbal communication skills, including the ability to contribute to high-quality reports and presentations as well as present confidently to internal and external stakeholders. Ability to develop strong working relationships with internal and external stakeholders. Experienced in undertaking independent research and presenting findings and conclusions. Ability to solve complex problems as part of a team. Experienced in checking work for errors. Ability to identify gaps in skills and knowledge and implement plans for continued professional development.
