Job Description Job Title: HR Business Partner/People and OD Partner Reporting To: People & OD Service Manager Location: Cornwall, TR1 Type: 6-month fixed term contract Salary: £50,952 gross per annum Job Purpose: The People and OD Partner will act as the lead specialist for People, Employee Relations, Recruitment, Learning & Development, and Organizational Development within designated Care Groups. The role supports delivery of Care Group objectives in line with the Client’s People Strategy and the Being Brilliant Programme. With autonomy to act, the post holder will help drive continuous improvement, high-quality leadership, and effective people management to enhance patient care and organizational outcomes. Key Responsibilities: Strategic Planning & Organizational Development Implement the People and OD Strategy for Care Groups, aligned with business objectives. Provide assurance and regular reporting on progress against KPIs and objectives. Offer strategic HR advice on change management, transformation, and workforce planning. Support workforce planning, recruitment, and retention initiatives. Lead or contribute to corporate projects, service improvements, and efficiency programmes. Identify and deliver organizational development (OD) interventions to address performance issues. Employee Relations (ER) Lead all ER activity within Care Groups, ensuring policies are applied consistently. Manage complex ER cases including medical staff performance, conduct, and tribunals. Act as subject matter expert on ER matters, providing guidance to managers and Assistant People Partners. Promote informal resolution, mediation, and early intervention to minimize formal cases. Ensure compliance with employment legislation. Manage ACAS and Employment Tribunal cases and liaize with legal representatives as needed. Operational HR Management Support service reviews, consultation processes, and job evaluation. Promote effective appraisals, performance management, and staff engagement. Provide guidance on recruitment, organizational change, and workforce development. Deliver HR expertise for internal/external audits and CQC compliance. Produce analytical reports and workforce data to support decision-making. Coach managers to strengthen leadership capability and promote best practice HR. Quality & Compliance Ensure consistent HR service delivery against agreed KPI's and service standards. Promote equality, diversity, and inclusion across Care Groups. Maintain compliance with employment law, information governance, and client's frameworks. Drive innovation and continuous improvement in HR practices and systems. Develop effective working relationships with trade unions and professional bodies. Performance Management & Reporting Interpret workforce information and trends, benchmarking against best practice. Support Care Groups to meet targets for KPI's (E.g. absence, turnover, agency usage). Provide accurate workforce data for monthly and board-level performance reviews. Share best practice across People Partner teams to ensure consistency and value. Communication & Stakeholder Management Build strong networks internally and externally to deliver effective HR solutions. Present complex information clearly to senior management, trade unions, and external bodies. Provide evidence and representation at Employment Tribunals. Lead and facilitate workshops, consultations, and staff engagement sessions. Act as a credible advisor and partner to managers and leaders at all levels. Step Ahead is acting as an Employment Agency.
