Building Maintenance Officer Electrical (HPTO)

ABOUT THE DEPARTMENT OF FINANCEDoF provides the NICS and other public bodies with money, staff, professional services and business support systems, helping them to deliver excellent, value for money public services. The department is committed to deliver effective and efficient public services.DoF has approximately 3,500 permanent staff. The Department’s overall aim is to help NICS departments make the most appropriate and effective use of resources and services for the benefit of the community. It does this by managing public money, supporting our people, transforming and innovating, providing evidence and insights and delivering public services.More details on the role of, and services provided by DoF can be found at www.finance-ni.gov.uk.CONSTRUCTION AND PROCUREMENT DELIVERYConstruction and Procurement Delivery (CPD) is a business area within DoF. CPD plays a leading role in providing value for money procurement solutions for construction works, supplies and services across the NICS and the wider public sector. Responsibilities

* The management, direction & supervision of electrical related PPM services in a wide range of public sector properties including the management and allocation of work.
* The delivery of remedial and other projects associated with electrical PPM services and planned maintenance projects.
* Monitor, assess and report on the quality of contractor service delivery by various means including on-site inspections, reviewing contractual Key Performance Indicators (KPIs), consultation with clients, etc.
* Review and update asset database, adding and removing clients, properties and services as required.
* Directing and supervising contractors in undertaking works.
* Advising clients on a variety of electrical related issues including planned preventative maintenance and sustainable development.
* Liaising with other professional and technical staff in the division and with client representatives to effectively maintain the client’s property estate to ensure satisfactory use for intended purpose and value for money.
* Compliance with current industry standards, legislation and associated regulations.
* Maintaining branch performance and client delivery in compliance with all statutory, health and safety, policy, good practice requirements and associated guidance.
* Compliance with public sector procurement policy.
* The production of feasibility reports, designs and contract managing minor works, reactive and remedial projects.
* Maintaining and continuously developing professional knowledge and competence to provide a leading source of expertise and authoritative advice and ensure high professional standards and decision making.
* Creating, maintaining and enhancing effective working relationships.
* Contributing to NICS reform and contributing towards business improvement activities where appropriate.Any other relevant duties as required by line management.


Skills and Qualifications

* Applicants must, by the closing date for applications:1) (a) A Level 4 qualification in Electrical Engineering or Building Services Engineering.
* AND(b) A minimum of 3 years’ experience in:the delivery of electrical planned, preventative maintenance/remedials works, within buildings.orthe design of electrical services within buildings.
* includes: office accommodation, educational facilities, healthcare facilities, complex multi-occupancy housing developments, retail facilities, or other sectors of similar scope, technical complexity and regulatory requirements,
* but would exclude domestic properties.
* OR2) (a) A Level 5 qualification in Electrical Engineering or Building Services Engineering
* AND(b) a minimum of 2 years’ experience in:the delivery of electrical planned, preventative maintenance /remedials works, within buildings;orthe design of electrical services within buildings.
* includes: office accommodation, educational facilities, healthcare facilities, complex multi-occupancy housing developments, retail facilities, or other sectors of similar scope, technical complexity and regulatory requirements,
* but would exclude domestic properties.
* OR3) (a) A Degree or equivalent Level 6 qualification in Electrical Engineering or Building Services Engineering.
* AND(b) a minimum of 1 years’ experience in:the delivery of electrical planned, preventative maintenance /remedials works, within buildings;orthe design of electrical services within buildings.
* includes: office accommodation, educational facilities, healthcare facilities, complex multi-occupancy housing developments, retail facilities, or other sectors of similar scope, technical complexity and regulatory requirements
* but would exclude domestic properties.
