Description Full-time, Permanent About the Facilities Maintenance Manager role To support the Head of Maintenance in delivering the key operational objectives for planned and reactive maintenance activities, ensuring the reliable operation of the Port’s buildings, facilities and associated infrastructure whilst ensuring a safe, efficient, reliable and cost-effective service is provided to Port of Tyne operations. The Facilities Manager will be responsible for developing and delivering planned and reactive maintenance programmes across the Port estate, always ensuring statutory and regulatory compliance governance. Effectively source and ensure effective management of all sub-contract requirements, establishing and ensuring delivery of KPIs against business deliverables whilst always ensuring safe working practices are followed. Role Responsibilities • Ensure prompt responses to damage and faults to the port’s facilities, estates and buildings in line with service agreements and monitor the Port’s fault reporting procedures • Liaise with regulatory bodies, ensuring all site legislative compliance requirements are met and delivered, developing and maintaining accurate and procedures in line with UK legislation and industry best practice. • Co-ordinate the management and site supervision of contractors, ensure all port policies and procedures are always followed. • Review and ensure all contractor documentation including RAMS are adequate and fit for purpose and task. • Conduct regular Risk Assessments, audits and safety inspections and drive improvements in all areas. • Oversee the preparation of tender documents for relevant goods and services • Maintain and develop the Ports CMMS system to ensure effective delivery of both planned and reactive maintenance activities for areas of responsibility. Maintaining accurate records of inspections, safety documentation and training compliance. • Assist in the preparation of business plans, budgets and forecasts ensuring any expenditure is controlled within the agreed financial protocols. • Establish and maintain appropriate systems for measuring, reporting and improving on engineering/maintenance activities and performance • Ensure all relevant engineering maintenance KPI’s are met and/or exceeded • Investigate incidents and occurrences and identify improvements. • Manage the planning and allocation of resources in accordance with the current skills base to meet business requirements. • Lead, develop, motivate and inspire staff within your area of control • Manage employees, agency staff and contractors in accordance with the Port’s policies and procedures, including recruitment and selection, dealing with discipline, grievance, absence management and associated personnel issues. • Manage the consistent application of policies and procedures, safe working instructions and all aspects of health and safety management • Optimise engineering productivity ensuring relevant targets are met and/or surpassed ensuring any expenditure is controlled within the agreed financial protocols • Ensure all employees and any agency labour are adequately trained and certification is maintained for all work-related activities • Manage investigation, reporting and corrective actions on all incidents, damage and occurrences and ensure that all documentation is completed in an accurate and timely manner • Maintain an adequate working knowledge of the relevant Management Systems in order to perform the duties of the post effectively • Liaise with the Operations teams regarding maintenance and infrastructure requirements. • Ensure engineering maintenance work areas are maintained in a clean and safe condition • Deputise for the Head of Maintenance and other Operations Managers when required • Collaborate with other areas of business ensuring effective communication and planning. What we’re looking for: • HNC/HND or Degree in Building Services Engineering, Mechanical/Electrical Engineering, Construction, Facilities/Estates Management or similar. • NEBOSH or similar • Strong understanding of health & safety legislation and safe working practices. (Including but not exclusive to Fire, Legionella’s, PUWER, COSHH) • Training or certification related to building compliance, maintenance management or safety systems. • Significant experience in estates, maintenance or facilities management in a complex operational environment. • Experience managing multiskilled engineering teams and works. • Proven experience managing reactive maintenance and minor works. • Significant experience supervising and managing contractors. • Experience with procurement, tendering, contract management and performance monitoring. • Experience developing and maintaining compliance systems and safety documentation. • Budget management experience.
