Person specification
* Registered with the NMC as a first level registered nurse (Mental Health or Learning Disability)
* Degree (or level 6 qualification) in Nursing or Midwifery or equivalent
* Masters level qualification in nursing, or equivalent
* Highly developed specialist knowledge of mental health and / or learning disability nursing underpinned by theory and experience
* Expert level knowledge of the critical factors in delivering improvements in clinical performance / standards of care relevant to nursing
* Knowledge and experience of improving patient safety and patient experience
* Expert level knowledge of the Governance and Risk frameworks required to underpin the delivery of safe patient care within a Nursing setting.
* Advanced Knowledge of MS Office Suite
* Thorough and up to date knowledge of relevant nursing theory and best practice, and the application of this practice
* Understanding of NMC Code of Practice and requirements of it for the practice and behaviour of staff and self
* Driving licence, keyboard skills, skills required for professional practice
* Able to communicate effectively both verbally and in writing to a diverse range of audiences, including service users and carers
* High level influencing skills
* Ability to critically analyse information and utilise this to drive practice development and service improvement
* A strong MDT team player who can professionally lead and role model
* Evidence of involvement in service users’ advocacy and complaints resolution
* Commitment to and understanding of Equality, Diversity & Inclusion agendas
* Significant post qualification working experience in order to have developed consolidated practice to lead the profession
* Experience of working at a senior clinical level within a managerial role, experienced in all aspects of safeguarding children and vulnerable adults
* Experience of implementing and achieving changes in clinical practice
* Demonstrable experience of developing staff and teams
* Experience of leading the implementation of clinical governance framework
* Experience and understanding of effective budget & resource management
Job responsibilities
* To provide expert strategic and senior professional advice to the Chief Nurse and Director of Mental Health & Social Care on matters relating to nursing practice / standards and the nursing workforce, to ensure best practice is embedded in provision.
* Undertake some direct clinical work as agreed with the Chief Nurse in order to maintain own professional registration.
* To provide advice to Ministers, Executive Directors, other senior managers and senior clinicians on all professional issues relating to mental health and learning disability nursing.
* Responsible, through delegated authority, for ensuring that appropriate governance controls are in place to ensure safe and effective professional practice.
* To provide the professional and strategic expert input for nursing into the development and implementation of a strategy for nursing services which responds to changing needs and demands of the services.
* Provide nursing expertise and advice in relation to service developments / transformation, including leading the development of new nursing roles / advanced practice roles in order to meet identified needs
* Develop and maintain a high quality nursing workforce that supports the continued improvement of integrated services and is aligned to overarching strategic objectives to ensure cohesive service provision.
* Work collaboratively with service users and carers to ensure that the best possible experience is delivered in the most appropriate environment through effective service delivery and high quality person-centered clinical practice.
* Support the development and implementation of outcome, quality and patient experience measures relating to nursing care / practice and actively contribute to wider service evaluation
* Play a lead role in setting the annual budget for nursing services in relation to staffing, care delivery, training and monitoring mechanisms, and promote / support effective budgetary management amongst budget holders to ensure that service provision is financially sustainable.
* Ensure appropriate governance arrangements are in place in relation to professional standards, deployment of the workforce, continuous professional development, supervision, revalidation, and ensuring appropriate levels of staff are consistently available to provide a high quality service.
* Ensure systems are in place and embedded to provide assurance in relation to safety and quality relating to safeguarding, clinical risk management, Jersey Nursing Assessment and Accreditation System (JNAAS) to ensure safe delivery of care.
* Maintain strong positive working relationships through working in partnership with Trade Unions colleagues to ensure that staff are supported in practice, through change to deliver high quality care
* Provide professional supervision and line management to designated nursing posts, including Consultant Nurse and Practice Development Nurse roles.
