We have an exciting opportunity to lead the strategic planning and business management of the largest digital transformation within the Environment & Business directorate. This involves overseeing the Regulatory Services Programme, which delivers digital services transforming environmental regulation.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the programme to mitigate risks, resolve issues, and ensure value for money.
We seek a candidate with a proven track record in managing complex financial data, collaborating effectively, and driving value for money and ongoing investment.
Key tasks include:
1. Understanding the financial and economic cases underpinning the programme’s business case and spending review bids.
2. Aligning programme deliverables with strategic objectives and owning the change control process.
3. Supporting the Programme Manager to ensure changes to Time, Cost, and Quality are assured and affordable.
4. Managing stakeholder queries and delivering regular financial and programme reports.
5. Supporting investment and funding activities with the Programme Manager and Director.
6. Ensuring compliance with governance and assurance standards.
7. Supporting business management through whole life cost allocations.
The Digital, Innovation and Programmes team is responsible for the Digital Strategy and its implementation, shaping digital service delivery across EA.
You will work with multidisciplinary teams, including Defra shared services and third-party suppliers, to develop user-centered digital platforms that are efficient, simple, and fast.
Experience and skills required include:
* Experience in fast-paced digital programmes (beneficial but not essential)
* Proficiency in Microsoft products (Excel, SharePoint, PowerBI, etc.)
* Experience managing complex financial information
* Understanding of financial planning, budgeting, and funding processes, including charge funding, CDEL, and RDEL
* Experience with business cases, approvals, and assurance routes within EA and Defra
* Knowledge of governance around spend control and assurance processes
* Ability to lead and engage stakeholders, driving innovation and best practices
