Senior Finance and Projects Support Officer
We are seeking a highly organised and motivated Senior Finance and Projects Support Officer to join our Learning & Development team. This is an exciting opportunity to play a key role in managing financial operations, supporting innovative projects, and helping to ensure that CSH Surrey colleagues remain at the forefront of service excellence.
In this role, you will lead on financial administrative duties such as auditing, data analysis, and reporting, while also contributing to project coordination, placement management, and the identification of new funding opportunities

Main duties of the job
* Oversee and maintain all L&D financial activity, including Integrated Care System (ICS) / NHS England (NHSE) funding, apprenticeship levy, and training allocations.
* Co-ordinate financial processes including requisitions, invoices, sales orders, and budget tracking in collaboration with Finance and Procurement teams.
* Support the Placement Education Lead with student and apprentice placements, ensuring accurate record keeping and compliance with reporting requirements.
* Produce project documentation such as initiation plans, risk logs, and reports, ensuring timely delivery of project milestones.
* Maintain accurate and audit-ready databases for funding, expenditure, and education contracts.
* Support data processing for NHSE training commissions and quarterly Education Contract funding.
* Assist in annual training needs analysis and quality audits to meet contractual and organisational requirements.
* Identify and support opportunities for additional or innovative funding to enhance learning and development capacity.

Job responsibilities
Purpose
The role of Senior Finance and Projects Support Officer is tobe responsible for managing financial administrative duties such as financialauditing, data analysis and reporting. In addition, this role will also supportprojects such as placement coordination and implementation.
The post holder will work with the L&D Manager &Placement Education Lead, to scope additional funding opportunities forinnovative and or income generative projects and opportunities which willensure that Central Surrey Health (CSH Surrey) colleagues are the at fore frontof service provision.
Principal duties and responsibilities:
* AsSenior Finance and Project Support Officer you will be responsible for the monitoring and updating of all L&D financial activity including IntegratedCare System (ICS) / NHS England (NHSE) funding, project generated income, apprenticeship levy and other training allocation on behalf of CSH Surrey andassociated partner organisations, ensuring audit worthy financial recordkeeping underpinning L&D Manager strategic reporting requirements.
* To co-ordinate and manage financial tasks for the L&D team. This includes raising requisitions and sale orders, processexternal training requests, process invoices and receipts, working with Financeteam and the L&D Manager on the monthly journal and budget.
* As Senior Finance and Project Support Officeryou will work closely with the Placement Education Lead providing studentplacement and apprentice advice and support as required, includingco-ordinating work experience opportunities with both clinical and non-clinicalteams.
* Assist in quality monitoring review audits forexample: quarterly commissioning return,Talent for Care return, annual demand scoping as required by NHSE.
* To create and produce project initiationdocuments, project plans, project reports, risk and issues log and otherdocuments
* Support the L&D Manager with data processing ofNHSE training commissions.
* To maintain quarterly Education Contract fundingdatabase to ensure accuracy of detail, status of those undertaking training,estimation of placement tariff
* To maintain the audit worthy (accurate) financedatabase of funding pots, appropriate allocation and accurate balances
* To co-ordinate the training and developmentopportunities within the scope of the financial envelope that is available toCSH Surrey.
* To support opportunities for additional fundingthat will enhance the financial envelope available to CSH Surrey and thereforeincrease availability to support further development and training.
* To action requisitions, sale orders, purchaseorders, credit card requests, invoices on SBS Oracle, monitoring and receiptingas required and maintaining spend on database
* To maintain up to date data of budgets includingexpenses, support forecasting of future training and apprenticeship levy spend.
* To have a working knowledge of the DigitalApprenticeship Service (DAS) managing apprenticeships and understanding how theapprenticeship levy works.
Programme/ Project Support:
* Support the L&D team with planning,delivery, review and reporting of existing and emerging project work.
* Support completion of education and trainingquality audits / Education contract / Self-Assessment to enable theorganisation to meet its obligations within local contracts
* To co-ordinate the annual training needs analysisacross all teams, scoping new courses where demanded to support the delivery ofthe NHS 10-year plan.
* Co-ordinate and support with project financeprocesses.
* To process training applications from request,approval, maintenance of training database, supporting and advise colleagues onappropriate booking process.
* Assist in the co-ordination, planning andimplementation of student placements
* Support management of placement capacity bymaintain a database of all pre and post registration placements for nursing andAllied Health Professionals (AHP), including apprenticeships.
* Support the collation of information andreporting of student placements on the NHSE student data collection tool.
* Receive work experience requests, scopepotential placements, ensure application process is actioned and completed in atimely manner.
* Maintain database of work experience placementsplanned and completed ready for NHSE reporting
* To support the development of colleagues toundertake functional skills (numeracy and literacy) by signposting and advisingon available programmes
Communication and Key Working Relationship:
* To effectively communicate between internal andexternal stakeholders
* Liaise closely with the Finance team regardingbudgets, L&D journal.
* Liaise closely with the Procurement team, settingup training providers, processing credit card payments.
* Liaise closely with People Services as part of theL&D wider team
* Liaise with senior managers, supporting trainingrequirements including commissions
* Liaise with training providers/universitiesregarding training programmes/modules.
* Liaise closely with project partner organisationsto ensure financial processes followed
* To be a joint contact with NHSE in relation to financematters
* To support L&D team in liaising with externaltrainers regarding training requirements
Other responsibilities:
* To undertake L&D admin tasks including updatingESR monitoring the Training Checklist, and Resource Schedular (Room Booking)
* Maybe required to undertake other administrativeduties within the L&D team

* Experience in finance and contract monitoring & reporting

* Experience in Oracle or other financial software

£32,602 to £39,686 a yearinclusive of the 5% HCAS per annum pro rata
