Reporting to the Change and Redesign Team Manager, this role is responsible for supporting, developing and maintaining a consistent approach to improvement-related specialisms, such as service change planning, benefit management, analytics and demographics, process improvement, and performance reporting. This includes understanding, applying, and adapting Lean process Improvement, the Scottish Approach to Service Design ( SatSD ), and other improvement methodologies to redesign services across Council and partners. This is a role where you’ll help shape better public services that make a real difference in people’s lives—enhancing accessibility, efficiency, and outcomes for communities across Fife. Designs solutions that meet user needs within the local government context, with a strong understanding of digital and supported service delivery. Effectively manages conflict while interpreting the needs of customers, technical experts, and business users. Recommends and supports appropriate courses of action based on analysis and stakeholder input. Focuses on outcomes rather than just activities or solutions. Selects and applies the most suitable improvement tools and methods for each situation. Leads meaningful conversations and engagement with users, stakeholders, and Council management teams. Monitors benefits and reports on resource issues as required. Supports and oversees the work of Assistants where appropriate. Maintains and ensures the effective deployment of corporate systems, initiatives, and strategies. Promotes digital innovation by collaborating with stakeholders such as IT, HR, Audit, and Data Protection teams. Drives the organisation’s data maturity and evidence-based decision-making. Experience supporting corporate change initiatives using structured methodologies, including benefit identification, reporting, and stakeholder engagement. Proven ability to apply improvement methodologies such as process mapping, customer insight, service planning, and performance reporting in large organisations. Strong skills in data gathering, analysis, and developing evidence-based solutions. An analytical and collaborative approach to solving complex problems. Ability to perform effectively under pressure and adapt to uncertainty. Experience in designing and delivering training and presentations. Skilled in facilitating workshops and coordinating diverse groups to achieve shared outcomes. Effective communicator, able to manage and share information clearly across internal and external stakeholders. Demonstrated ability to build and maintain positive working relationships across organisational and professional boundaries. Experience representing organisational views at strategic, local, and multi-agency levels. Qualifications Educated to SCQF Level 9 (degree level) or able to demonstrate equivalent experience. Interview Presentation As part of your interview, you will be asked to deliver a 10-minute presentation on the topic: “Redesigning a Public Service Using Lean and User-Centred Design.” In your presentation, please describe a project where you applied user-centred design and Lean principles in approaches to improve or redesign a public service. Highlight the context and challenges, the tools and methodologies you used (such as process mapping, user research, or the Scottish Approach to Service Design), and how these helped you meet user needs and deliver measurable improvements. The panel will be particularly interested in how you engaged stakeholders, overcame obstacles, and evaluated the impact of your work.
