Position: Senior Estimator
Senior Estimators are key members of the Contract Assurance & Framework Management Team. They ensure that Integrated Delivery Teams receive accurate cost intelligence, estimation, and assurance services. Responsibilities include:
1. Producing project and lifecycle cost estimates from inception to contract award using bottom-up and top-down methods. Training on Environment Agency-specific tools will be provided.
2. Informing project teams on Client Set Target prices for NEC4 PSC and ECC contracts, including compensation events.
3. Interrogating and assuring value for money by working with delivery partners to assess subcontractor costs and overall schedules.
4. Collaborating with internal project management and benchmarking teams.
5. Understanding and communicating cost estimates effectively.
6. Providing support and buildability advice for efficient project solutions.
7. Compiling and uploading actual cost data into the database.
8. Maintaining estimate records and tracking progress.
9. Acting as the local estimating expert within the EA’s Delivery Hubs, reporting on estimates and workload.
10. Participating in internal and external meetings for progress, forecasts, and updates.
11. Undertaking training and incident response duties as required, supporting community and environmental safety.
Team Overview
This role is within the Commercial and Framework Management (CaFM) team, part of the Portfolio Management, Assurance & Commercial directorate. CaFM provides services in:
* Commercial Risk Management
* Should Cost and Benchmarking Intelligence
* Operational Framework Management
* Future Framework Provision
* Centre of Excellence (CoE)
Required Skills and Experience
* Estimating using first principles and model-driven data.
* Experience in estimating professional design services and construction contracts.
* Knowledge in civils, flood risk management, waterways, mechanical & electrical fields.
* Familiarity with standard forms of construction contracts (NEC3 and 4) and industry practices.
* Strong stakeholder engagement, confidence in representing client or contractor interests, and value for money assessments.
* Proficiency in Microsoft Office, financial, and commercial skills.
* Project and time management skills.
* Experience in a commercial environment is advantageous.
* Professional membership of CaSA, CIWEM, ICE, AACE, RICS, or similar, or willingness to attain such accreditation.
