Job Title: Contracts Manager - Decarbonisation Projects
Location: Oxford

About the Role
We are looking for an experienced and proactive Contracts Manager to lead the delivery of decarbonisation and retrofit projects in the Oxford area. This is a key role within our sustainability and energy efficiency division, overseeing the end-to-end management of retrofit programmes including insulation, low-carbon heating, ventilation, and energy-saving measures.
You will play a central role in ensuring that all projects are delivered safely, efficiently, and in full compliance with funding and regulatory standards such as PAS2030/2035 and ECO requirements.
Key Responsibilities
Project & Operational Management
Lead retrofit and decarbonisation contracts from inception through to completion, ensuring delivery to time, quality, and budget.
Prepare programmes of work and manage the operational delivery of energy-saving installations including:
External and internal insulation
Low/zero carbon heating systems
Window and door replacements
Draughtproofing and ventilation upgrades
Oversee contractor and engineer performance on site, ensuring productivity, safety, and quality standards are met.
Conduct regular site inspections, monitor compliance, and produce progress reports.
Client & Stakeholder Engagement
Build and maintain strong relationships with clients, residents, local authorities, and internal teams.
Act as a key point of contact for client enquiries, ensuring prompt resolution of issues.
Ensure delivery of projects in line with client commitments and funder requirements.
Compliance & Quality Assurance
Ensure full compliance with all relevant regulations, including:
PAS2030/2035
Building Regulations
Gas and Electrical safety standards
ECO and other funding body requirements
Promote and enforce company health, safety, and welfare policies on all sites.
Ensure site documentation, designs, and reports are maintained and compliant.
Team Leadership
Manage and support engineers, subcontractors, and operational staff.
Facilitate team meetings focused on performance, health & safety, and ongoing training needs.
Work with commercial teams to manage costs, monitor budgets, and support reporting requirements.
What We're Looking For
Essential Experience & Skills
Minimum 5 years' experience managing retrofit, construction, or energy efficiency projects.
Strong knowledge of PAS2030/2035, ECO funding, and low-carbon technologies.
Experience in site/project management within the construction or energy sectors.
Good commercial awareness with the ability to identify and manage contract variations.
Ability to read technical drawings/specifications and ensure compliance.
Proficient in Microsoft Office; working knowledge of AutoCAD, Power Project, and project reporting tools.
Qualifications Required
SMSTS (Site Management Safety Training Scheme)
IOSH Managing Safely
CSCS (Manager's category)
HSE-recognised First Aid at Work
Full UK driving licence
Desirable Qualifications
Retrofit Coordinator or Retrofit Assessor qualification
Experience managing M&E systems or district/heat network installations
Knowledge of Temporary Works Procedures
