Job Summary
The DCO Consultation Project Manager supports the Senior DCO Engagement & Consultation Manager in the coordination, and execution of statutory and non‑statutory consultation for the Heathrow West Development Consent Order (DCO) pre‑application process. This role is delivery‑focused, responsible for the execution of the consultation program, including management of third‑party consultation consultants, coordination with multidisciplinary technical teams, and oversight of all consultation materials and outputs required to meet Planning Act consultation requirements. Operating in a high‑profile and highly scrutinised environment, the role ensures that consultation activities are well‑planned, compliant, auditable, and effectively integrated with project design development and DCO submission requirements.
Major Responsibilities
* Manage consultation delivery program, including key stages – non‑statutory consultation, statutory consultation and targeted engagement.
* Coordinate closely with Engagement & Consultation team to ensure consistent messaging and integrated delivery.
* Manage third‑party consultation consultants responsible for delivering consultation activities (e.g. exhibitions, digital engagement, communications materials).
* Act as the primary interface between consultation delivery consultants and project teams.
* Coordinate with engineering, design, environmental, planning and land teams to gather and validate inputs required for consultation materials and ensure technical accuracy.
* Facilitate participation of technical specialists in consultation events, briefings and public‑facing activities.
* Ensure consultation content reflects current design development, assessments and mitigation measures.
* Oversee the production, review and approval process for all consultation materials.
* Maintain a record of how consultation materials evolve alongside the scheme.
* Oversee creation and manage a system to capture, track and categorise consultation feedback including how it influenced scheme development.
* Oversee analysis and documentation of consultation responses.
* Provide regular reporting on consultation progress, risks and key issues to project leadership.
Education and Experience Requirements
* Bachelor’s degree in communications, planning, public policy, social sciences or related field and 10+ years’ experience, or 14+ years of relevant experience.
* Demonstrated experience delivering statutory consultation under the Planning Act 2008 or similar consenting regimes.
* Proven experience managing complex consultation programmes for major infrastructure or NSIP projects.
* Strong experience managing third‑party consultants and multidisciplinary technical inputs.
* Experience producing consultation materials and contributing to Consultation Reports and DCO submission documentation.
Required Knowledge and Skills

* Deep understanding of DCO consultation requirements and governance.
* Ability to integrate technical, communications and stakeholder inputs.
* High attention to detail and commitment to auditability and compliance.
* Sound judgement in complex, high‑profile environments.

Preferred Knowledge & Skill
* UK‑based role requiring travel across Greater London and surrounding areas.
* Availability to support evening and weekend consultation events.
* Professional certification such as IAP2.
* Ability to deputise for the Senior DCO Engagement & Consultation Manager as required.
