We are seeking an experienced professional with excellent communication skills to lead our Transformation, Strategic Human Resources and Organisational Development, Health and Safety, Property, and Corporate Complaints services.
About the Role
As the Assistant Director - People, Property and Transformation, you will be a key member of the Council’s senior leadership team, taking a lead role in influencing organisational culture, driving innovation and transformation.
You will lead the strategic management, development and delivery of customer focused and cost-effective services within your area of responsibility including formulating and implementing effective initiatives / programmes and targeted action plans which align with the Council’s needs and strategic direction.
You will lead the development of the Council’s transformation programme, supporting the resolution of service issues, generating savings, and the development of new initiatives. In addition, you will also act as the Senior Information Risk Owner (SIRO) for the Council, taking accountability for the management of information risks and the fostering of a culture focussed on the protection of data and information.
Your work will bring you into contact with Members and senior leaders who’ll be looking to you for strategic advice and guidance. You must therefore be a confident communicator who is able to build trust and confidence in others.
This post is politically restricted therefore the post holder is disqualified from undertaking certain political activities under the Local Government Officers (Political Restrictions) Regulations 1990.
About You
To apply for this post, you must have:
1. Substantial experience of holding a senior strategic leadership role in a large and complex public sector organisation with experience including the implementation of robust management and monitoring frameworks to ensure service outcomes, and the management of large complex budgets.
2. Experience of building and maintaining the trust and confidence of Elected Members, presenting to Member bodies and Committees, and effectively leading on high profile and complex media issues.
3. Experience of managing a range of functions, including ones outside of your professional specialism.
4. Experience of commissioning and/or providing relevant services which have adopted commercial practices and culture, and which have resulted in maximising performance, outcomes, and value for money.
5. Created and implemented a business culture that has at its centre ‘customer focused’ service delivery and which has achieved its outcomes in line with agreed business plans.
6. Implemented significant transformation programmes and/or improvement initiatives which have delivered demonstrable outcomes in terms of time, cost, and quality.
7. Experience of applying a clear strategic approach to complex problem solving and to the leadership and management of programmes/projects, including mentoring other senior managers to adopt such an approach with positive outcomes for service delivery.
8. Excellent communication and relationship management skills with a range of stakeholders, including customers, Elected Members, media, and external partners.
