Job overview

To manage and support the provision and maintenance of NHS Estates buildings, electricalplant equipment and services to ensure a safe and suitable environment for the care ofpatients,visitorsand staff.

Provide technical and specialist advice to managers and staff in the area of electricalsystemsand electrical disciplines.

Tospecifyandmanageallelectricalsystemscontractsacrossmultiplesites.

To provide evidence based efficient, cost effective and robust electrical engineering contractstoensurefullcompliancewithstatutoryinstruments, Department of Healthguidanceandindustrybestpractice.

To ensure all Hospital electrical engineering systems are maintained in a safe condition andarefitforpurpose.

Main duties of the job

1. Responsible for monitoring and ensuring that the operation and maintenance of Estates services, buildings and building services installations comply with health service requirements and statutory instruments.
2. Directing, encouraging and motivating contractors to achieve financial and key performance targets.
3. Provide long term maintenance planning, short term project planning and emergency/contingency planning for critical services.
4. To co-ordinate and liaise with other staff within the Estates Directorate ensuring efficiency in service provision.

Person specification

QUALIFICATIONS & TRAINING

Essential criteria

14. Degree in estates engineering or related field OR equivalent experience
15. HNC/HND in Electrical Engineering (or equivalent)
16. Evidence of Continuing Professional Development
17. Working towards professional membership (e.g. IWFM, CIOB, IHEEM)
18. Understanding of procurement and contract management principles
19. Authorised Person (AP) training in Low Voltage
20. Authorised Person (AP) training in High Voltage

Desirable criteria

21. Master's degree in relevant subject
22. NEBOSH or IOSH qualification
23. Confined space training
24. Risk assessment training
25. Manual handling training
26. Authorised Person (AP) training in Lifts
27. Fire training
28. Willing/able to undertake the above courses

KNOWLEDGE & EXPERIENCE

Essential criteria

29. Completion of a structured training program in engineering discipline for a minimum period of five years or Site experience with appropriate trade qualifications
30. Previous experience of managing engineering building services, operational engineering maintenance and repair services
31. Experience delivering small works or minor capital projects in an Estates/FM environment.
32. Full project lifecycle management: scope, programme, delivery, handover
33. Contractor and supplier performance management
34. Budget and cost control for multiple concurrent projects
35. Experience of stakeholder liaison in live clinical or operational environments
36. Incident investigation and reporting experience

Desirable criteria

37. NHS or healthcare estates experience
38. Familiarity with measured term contracts/framework agreements
39. Knowledge of HTMs, HBNs and CDM regulations
40. Experience working within ISO 9001/IMS frameworks
41. Contribution to compliance audit, assurance or risk processes
42. Understanding of sustainability/carbon reduction initiatives
43. Familiar with: Building Regulations Health and Safety at Work Act 1974 Electricity at Work Act 1989 Electricity Supply Regulations BS 7671 Asbestos Regulations Fire Precautions Act Fire Regulations COSHH Regulations. All HTM’s, HBN’s Intruder Alarm Systems Access Control Systems Nurse Call Systems Electrical Distribution Standby Generators Fire Alarm Systems Building Management Systems

57. Proficiency in Microsoft Office and project management tools

SPECIAL CIRCUMSTANCES

Essential criteria

58. Ability to access plant areas/restricted spaces
59. Physical capability for maintenance tasks
60. Visual acuity for technical drawings/systems
61. Ability to work at heights
62. Available for on-call response within one hour
63. Full Current Driving Licence.
